OBJECTIVES OF THE PROGRAMME

The main objectives of the programme are: (1) to support the National Centre for Parasitology, Entomology and Malaria Control (CNM) of the Ministry of Health (MoH) at various levels in the design, planning, implementation, monitoring, and evaluation of priority interventions; (2) to prevent the appearance and possible spread of artemisinin resistant parasites by detecting all malaria cases in target areas and ensuring effective treatment; (3) to decrease drug pressure for selection of artemisinin resistant malaria parasites; (4) to prevent the appearance and potential spread of artemisinin resistant malaria parasites by mosquito control and personal protection; (5) to limit the potential spread of malaria and artemisinin resistant malaria parasites by mobile/migrant populations; (6) to support elimination of malaria and potential artemisinin resistant parasites through comprehensive behavior change communication, community mobilization and advocacy; (7) to undertake basic and operational research to fill knowledge gaps and ensure that strategies applied are evidence-based; and (8) to provide effective management, surveillance and coordination to enable rapid and high quality implementation of the strategy; (9) For the areas of the country where zero indigenous cases were reported, to support CNM, Provincial Health Department and Operational Districts in the design, pilot, planning, implementation, monitoring, supervision and evaluation of a) Prevention of Reestablishment of Malaria Transmission, b) Documentation for Malaria Elimination Certification by WHO, and c) Subnational Verification of Malaria Elimination.

DESCRIPTION OF DUTIES

The incumbent will support the management of the malaria elimination program in Cambodia, ensuring the availability of technical expertise on the programs and initiatives to strengthen national capacities in malaria investigation, surveillance, and elimination, while maintaining a multi-sectoral overview. The incumbent will consult with national counterparts on program needs, contribute to WHO’s country cooperation strategy in malaria elimination, promote and strengthen program activities within an assigned area of responsibility, and perform related managerial tasks as required.

The incumbent will perform all or part of the following, as well as other related responsibilities as required by the needs of the office.

– Support the effective management and coordination of expertise to provide technical advice on the development and effective management of sustainable, integrated, multi-sectoral, national strategies, policies, interventions, and health systems’ capacity building in the elimination of malaria.

– Support the development of action plans to include malaria prevention and elimination interventions across the life course and continuum of care.

– Coordinate the adoption of norms, standards, guidelines, and tools to support the implementation of malaria elimination.

– Support the management of the operational aspects of related operational research, surveillance, epidemiology, and surveys.

– Facilitate the implementation of projects to eliminate malaria, including the procurement of safe, efficacious, and affordable medicines and technologies.

– Technically support:

    • the documenting and dissemination of best practices and partners’ experiences
    • the analysis and evaluation of a diverse range of data and information related to malaria and outbreaks
    • the identification of malaria infection sources and provision of recommendations and reports on the appropriate response to identified risks, as well as the implementation of preventative and elimination measures
    • monitoring the national burden of malaria or risk factors, especially through health information systems and health research activities.
    • Coordinating the development or enhancement of information systems on malaria and monitoring progress towards Universal Health Coverage (UHC).

– Serve as technical communication focal point with the public malaria and establish new community outreach activities.

– Support advocacy and the building and strengthening of partnerships and networks to enhance multi-sectoral collaboration and the mobilization of resources to address integrated prevention and elimination of malaria.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (or higher) in medicine, public health, epidemiology or statistics.
Desirable: Master’s degree in public health or epidemiology. Training or specialization in malaria and other diseases’ epidemiology, diagnosis, treatment, prevention, control, and elimination, surveillance, monitoring and evaluation, and prevention of re-establishment of malaria transmission.

Experience

Essential: A minimum of two years of professional experience in managing a vector-borne disease control program, including design, planning, implementation, monitoring, supervision, evaluation, and capacity-building. Extensive experience in the management of a technical team at the national and sub-national levels.
Desirable: Experience with Ministries of Health and other partners on malaria-related issues. Relevant work experience with WHO and/or UN agencies, health cluster partners, and non-governmental or humanitarian organizations.

  • Transmissions, diagnosis, and treatment of communicable and noncommunicable diseases.
  • The prevention, control, and elimination of malaria.
  • District hospital care, universal health coverage, in-service and pre-service training, anti-malarial drugs, and primary health care delivery systems.
  • Best practices in the related malaria elimination areas, in particular, WHO’s policies, practices, guidelines, and procedures.
  • Proven knowledge and skills to support the planning, coordination, implementation, monitoring, supervision, and evaluation of malaria program interventions.
  • Knowledge of domestic health regulations in relation to malaria elimination and prevention of re-establishment of malaria transmission.
  • Broad knowledge and experience in conducting operational research and related aspects
  • Analytical and organizational skills.
  • Ability to work harmoniously as a member of the team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.
  • Highly developed interpersonal and communication skills and the ability to communicate effectively with the government, partner agencies, and stakeholders at all levels of the system in engaging in collaborative multi-sectoral partnerships.
  • Excellent oral and written communication, including for communication with stakeholders and partners.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
