Organizational Setting
The FAO Director-General has designated one Deputy Director-General as the Protection from Sexual Exploitation and Abuse (PSEA) Champion for the Organization, with senior level authority and cross-organizational access. Since 2022, the Office of Emergencies and Resilience (OER) has been the designated office coordinating and supporting FAO’s approach to preventing and addressing sexual exploitation and abuse (SEA), with the Director, OER, appointed as the Senior PSEA Focal Point for FAO.
OER is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to, emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee (IASC) as well as with humanitarian resource partners, co-leadership with the World Food Programme (WFP) of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
The position is located in the PSEA Team of the Management Support and Compliance Unit within OER at FAO headquarters in Rome, Italy.
Reporting Lines
The Technical Officer (PSEA) works under the direct, day-to-day supervision of the Technical Officer (PSEA) and overall guidance of the Senior Emergency and Rehabilitation Officer/Management Support and Compliance Team Leader.
Technical Focus
Provision of support for the development and implementation of FAO’s PSEA-related work at the global, regional, subregional and country level.
Key Results
Technical expertise to support the planning and development and ensure implementation of PSEA aspects in Divisional/Offices/Centres’ programmes, projects, products and services in accordance with the FAO Strategic Framework.
Key Functions
• Researches and analyses technical issues on the development, implementation and evaluation of assigned programmes/projects; assists in reviewing of relevant documents and reports.
• Produces a variety of technical information, data, statistics and documents, as well as technical input for reports and web pages.
• Provides technical support/analysis for various assessments, studies and projects; provides technical backstopping to field projects.
• Collaborates in the development of improved/updated tools, systems, processes and databases.
• Oversees the updating of databases and web pages.
• Participates in multidisciplinary teams and/or leads working groups/teams, collaborates with other Divisions/Offices/Centres and promotes best practices.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Nations such as policy support, organizational development and individual learning events including preparation of related information, learning materials and online tools.
• Promotes knowledge sharing and best practices at international meetings and conferences and guides partners in stakeholder consultations.
• Performs other duties as required.
Specific Functions
The Technical Officer (PSEA) conducts the following functions in close collaboration and consultation with other relevant stakeholders, including business owners and working groups across the Organization:
• Supports, in collaboration with internal stakeholders, the implementation of the FAO PSEA Policy and the FAO PSEA Action Plan.
• Supports the development of relevant directives, guidelines, standard operating procedures (SOPs) and other organizational tools and documents to continually strengthen FAO’s approach to PSEA.
• Supports the development and roll out of an Implementing Partner PSEA Capacity Assessment implementation plan for FAO.
• Provides technical support and training to selected Country Offices on the joint UN Implementing Partner PSEA Capacity Assessment/UN Partnership Portal (UNPP) PSEA Module as well as training and webinars on PSEA to FAO partners.
• Provides technical support to PSEA Focal Points and partnership stakeholders on developing and implementing capacity strengthening implementation plans for partners.
• Supports regular data analysis, documentation of lessons learned as well as case studies and good practices from Country Offices.
• Responds to queries and contributes to the preparation of internal and external briefing notes and reports to management, governing Bodies, UN inter-agency processes or any relevant event.
• Provides technical support for the development of PSEA-related tools and resources for educational and awareness raising purposes for Country Office use and ensures dissemination with inter-agency networks to promote good practices, including through provision of support to the FAO PSEA Community of Practice.
• Supports the delivery of PSEA-related capacity development initiatives, including awareness sessions and trainings.
• Supports the Technical Officer (PSEA) in participating in inter-agency PSEA-related technical committees and working groups (such as the UN Indigenous People’s Plan [IPP] Working Group, IASC PSEA Technical Advisory Group, UN SEA Working Group) as required.
• Perform any other PSEA-related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in law, international development, gender (including gender-based violence), sociology, public health, public administration, political science, human resources, social sciences or related field.
• Five (5) years of relevant experience in the areas of safeguarding, sexual exploitation and abuse, child protection, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

• Work experience in more than one location or area of work, particularly in field positions, is desirable.

• Extent and relevance of experience in identifying and preparing programme strategies and policy position on humanitarian and transition contexts.
• Extent and relevance of experience in the development/conduct of targeted needs based PSEA capacity development and training.
• Extent and relevance of experience in handling PSEA-related processes and mediation in the areas of safeguarding, sexual exploitation and abuse, protection.
• Experience working with national and international non-governmental organizations on PSEA/safeguarding measures.
