OBJECTIVES OF THE PROGRAMME
The Strategic Planning and Policy Team is part of and contributes to the work of the Universal Health Coverage – Communicable and Non-communicable diseases (UHC/UCN) cluster of the WHO Regional Office for Africa. The work of the UCN cluster is guided by its strategic agenda: “disease burden reduction through using analytics to inform tailored interventions and guide disease control investments”. Objectives pursued by UCN thereby – to which the SPP team and all members of the SPP team contribute – are to: (i) provide leadership on disease control coordination, partnership and resource mobilization; (ii) contribute to the development of WHO disease control technical products, services and tools including adoption of new technologies and innovations; (iii) support generation and use of strategic information for action and decision making including optimizing investment; and (iv) facilitate country support – Technical assistance in deployment of WHO technical products and institutional capacity building including support to national disease programmes and regulatory authorities – towards improved program governance, improved interventions coverage and improved interventions quality. UCN investments towards these objectives are developed, delivered, and guided by two guiding principles: comprehensive whole of society approach; and people-centered, integrated approach.
The comprehensive whole of society approach involves coherent implementation of a triple response to priority diseases:(a) technical response involving deployment of disease specific normative guidance, and intervention mixes and medical commodities; (b) health systems response involving health systems capacity strengthening especially in disease mapping and stratification, interventions tailoring, and integrated sector/subsector planning; and (c) multi-sectoral response involving empowerment of prioritized high risk communities and their non-health and private sector stakeholders and philanthropies, to manage socio-economic and environmental determinants of diseases, and demand accountability from local health systems stewards.
The people centered, integrated approach to disease control involves: (a) integrated disease control guidance specific for each health service delivery platform, a move away from stand-alone disease specific operational manuals; and (b) integrated disease control investing in strengthening the capacity of each health services delivery platform to deliver optimally for disease control as well as life course programmes, deploying technologies and analytics to guide stratification of diseases risks across population groups, develop and deploy comprehensive packages of interventions specific to the population group that enters the health system through each health service delivery platform, and monitor interventions access, coverage and impact on each population group to leave no one behind.
DESCRIPTION OF DUTIES
Under the overall direction of the SPP Team Leader, the incumbent will strengthen evidence-based communication and marketing of AFRO disease control activities in the region including: Monitoring socio-political and health situations in member states through intelligence gathering in mainstream and alternative media including: Gathering intelligence for disease control using appropriate trends analysis tools and technologies to mine and gather health and non-health data and information especially socio-political data useful for disease control action; Undertaking health, political and social analyses based on trends in member states and in the region, using same to guide disease control action in the region;
2. Sourcing strategic information on donors and partners including Engaging with WHO strategic offices in UN Headquarters, EU and AU in coordinating availability of strategic information on donors and partners of interest and availing same to UCN leadership for contextual action; Coordinating with and managing diverse sources of strategic information and developing and updating intelligence reports on donors and partners of interest.
3. Supporting documentation and dissemination of the work of UCN through: Contributing to the development of annual regional and country disease outlook reports as guidance for member states and partners in disease control investing; Contributing to the development and dissemination of UCN knowledge products including documentation and dissemination of parts and/or all of the work of UCN, and development and dissemination of peer reviewed journal articles; Contributing to the development of regional knowledge and advocacy products;
4. Keeping disease control on the radar on the continent through intelligence and action including: Developing and implementing UCN advocacy strategy aimed at show casing the work of UCN in main stream and alternative media as well as sustaining public advocacy for continued prioritization of the eliminate on and/or eradication of targeted diseases through WHO and non-WHO multi-media platforms; Marketing the disease control work of WHO in the region through: updating of UCN websites; maintaining and sustaining UCN social media presence with focus on disease control information; main streaming UCN sites as primary source for verified disease control information; Promoting WHO disease control policies, strategies and agendas through main stream and alternative media campaigns during the commemoration of global, regional and sub-regional health or disease specific days. 5. Performing other tasks as per recommendation by the UCN Director or immediate supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: First University degree on health or multi-media communication or social marketing.
Desirable: Training in data mining and targeted multi-media marketing Training in data mining and targeted multi-media marketing
Experience
Essential: At least 5 years of experience in health or multi-media communication with demonstrable products of successful social marketing campaigns for health; Proven experience in marketing activities of a multifaceted health organization; Experience in executive advising especially on strategic engagement with donors and partners.
Desirable: Excellent public relations skills

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2768 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
