PURPOSE OF THE POSITION
The incumbent applies work guidelines and recommends solutions to handle projects, as well as the day-to-day concerns of the team, including work with and across programmes. He/She provides technical support by working with experts and introducing new ideas and evidence that create the right impact in the respective field of public health. The incumbent helps maintain the efficiency of the team’s efforts with and across programmes in order to attain greater effectiveness of country-level work.
OBJECTIVES OF THE PROGRAMME
For the Future: Towards the Healthiest and Safest Region outlines a vision for WHO work with Member States and partners in the Western Pacific. Strong, resilient, sustainable health systems are integral to delivering the four thematic priorities. Up to 60% of people living in some countries in the Region do not have access to safe, quality and affordable health services and medicines. One in five families spend 10% of their income on health care. This threatens individuals, families, communities and economies. The Division of Health Systems and Services (DHS) will contribute to taking forward the vision of, and the thematic priorities in For the Future. DHS will support Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.
Health Policy and Service Design supports Member States to develop and implement policies, strategies, and plans and service delivery design, including primary health care, to strengthen governance, financing, health workforce in order to ensure access to needed promotive, preventative, curative, rehabilitative and palliative services without financial
hardship.
DESCRIPTION OF DUTIES
Under the direct supervision of the Coordinator, Health Policy and Service Design, with the general guidance of the Director, Health Systems and Services, the incumbent will have the following responsibilities:
- Lead implementation of the Western Pacific Regional Framework on Rehabilitation (2019) through providing policy and technical advice to Member States on expanding and strengthening rehabilitation with framework of delivering universal health coverage (UHC);
- Build country and regional capacity for rehabilitation, chronic/long-term care, disability inclusive health, and assistive technology in linkage with regional primary health care (PHC) framework with a particular focus on national and subnational operational implementation;
- Provides technical advice to Member States on rehabilitation and long-term care through primary health care reform approach;
- Contributes to the processes of supporting PHC reforms in the Region, working closely with the health policy and service design team in providing integrated technical assistance;
- Provide expert technical support to countries in the formulation of specific national plans of action on rehabilitation, disability inclusive health, assistive technology, from an operational implementation and systems perspective, and monitor subsequent progress in order to distribute/share learning across Member States.
- To collaborate with partners in development and implementation of research activities in the areas of rehabilitation, long-term chronic care, disability inclusive health services, and assistive technology programmes, and contribute to resource mobilization;
- Provide advocacy on the need to prepare for future volume of care for rehabilitation chronic/long-term care, disability through coordinating the generation of evidence for regional and national audiences;
- Record experience and generate regional relevant policy advice of the PHC rehabilitation, long-term care social services links, including its management interaction and institutional setting;
- Provide expert technical advice and methodological support through analytical studies in development of country and regional evidence and data on rehabilitation, chronic/long-term care, disability inclusive health, assistive technology and;
- Perform other related duties as required in the relevant regional frameworks to Member States and as requested by the Coordinator, HPS, and the Director, DHS.
Relationships: Relevant partners/stakeholders that the post holder is going to work with:
WHO country offices, WHO headquarters and Regional Office staff including those working on health systems, disease control, ageing and emergencies; national government ministry focal persons on health systems, particularly those focused on rehabilitation and palliative care, and government focal points on disability; parliamentarians; professional societies; nongovernmental organizations; and other UN and development partners involved in public health legislation and regulation.
Expected specific outputs/outcomes
To build country health system capacity to deliver rehabilitation and palliative care services as part of UHC and regional monitoring related to rehabilitation and palliative care;
To develop evidence and information on rehabilitation and palliative care related to health; to inform policy and programme decision-making;
To further mobilize human and financial resources for implementation of programmes related to health system strengthening for rehabilitation and palliative care.
REQUIRED QUALIFICATIONS
Education
Essential: Essential: Relevant (public health, health policy,social services, or equivalent) master’s level university degree.
Desirable: Postgraduate degree in public health or international development or similar fields.
Experience
Essential: Minimum seven years of experience in public health or health systems, including a focus on rehabilitation and/or palliative care in both national and international settings.
Desirable: Two years of experience in low- or middle-income countries on developing policies, planning, implementing, evaluating programmesin health systems with a focus on rehabilitation and/or palliative care.
Skills

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
