OBJECTIVES OF THE PROGRAMME
The Vaccine-Preventable Diseases and Immunization (VDI) unit works with Member States and partners in making the Region free from vaccine-preventable morbidity, mortality and disability by accelerating, achieving and sustaining control and elimination of vaccine-preventable diseases (VPDs) in the Western Pacific. The Regional Strategic Framework for Vaccine-Preventable Disease and Immunization in the Western Pacific 2021-2030,endorsed by the WHO’s Regional Committee for the Western Pacific in October2020, determines three strategic objectives of the programme: (i) strengthening and expanding immunization systems and programmes along life course; (ii) strategically managing intelligence on VPDs, vaccines and immunization with surveillance systems and laboratory networks; and (iii) preparing for and responding to public health emergencies related to VPDs and immunization programmes.
DESCRIPTION OF DUTIES
Under the guidance of the Coordinator, Vaccine-Preventable Diseases and Immunization, the incumbent performs the following duties:
1. Lead the regional technical support to countries in strengthening and expanding immunization system and programmes through the implementation of the following Strategies in the Regional Strategic Framework for Vaccine-Preventable Diseases and Immunization in the Western Pacific 2021-2030:
Strategy 1.4 Ensuring vaccine security in all countries and areas in the Region;
Strategy 1.6 Ensuring vaccine safety and safe immunization
Strategy 1.7 Enhancing vaccine confidence, acceptance and demand
Strategy 1.8 Securingsustainable domestic financing for immunization
Strategy 1.9 Strengthening governance and programme management
Strategy 3.2 Ensuring preparedness for and response to a safety event related to vaccines or immunization programmes
2. Take lead in establishing, expanding and/or strengthening regional partnership for implementation of Immunization Agenda 2030 in the Western Pacific, including the Gavi-UNICEF-WHO Regional Working Group
3. Take lead in resource mobilization from global and regional partners in accelerating implementation of Immunization Agenda 2030 and the Regional Strategic Framework for Vaccine-Preventable Diseases and Immunization in the Western Pacific 2021-2030
4. Lead coordination with relevant technical units for health system strengthening and universal health coverage
5. Develop and use the regional monitoring and evaluation framework and the indicators of the implementation of the Regional Strategic Framework for Vaccine-Preventable Diseases and Immunization in the Western Pacific 2021-2030, and the Immunization Agenda 2030.
6. Lead regional assessments to evaluate the progress towards implementing the strategies for strengthening and expanding immunization systems and programmes.
7. Annually report the findings of regional assessments to the Technical Advisory Group on Immunization and Vaccine-Preventable Diseases in the Western Pacific Region.
REQUIRED QUALIFICATIONS
Education
Essential: Master’s degree in medicine or public health or infectious diseases
Desirable: Postgraduate training in the field related to public health, infectious diseases.

Experience
Essential: Minimum ten years of relevant experience in the management of Vaccine-preventable Diseases and Immunization systems. Demonstrated relevant experience at the international level.
Desirable:
Experience of the management of a unit or department,
Relevant work experience in WHO, other UN agencies, and relevant nongovernmental organizations in the Western Pacific Region.
Skills
-Broad expertise and experience in the field of immunization programme in the wider context of public health at the regional and global level;
-Knowledge of VPDs control, its management and epidemiology, challenges, and requirements in limited-resource environments;
-Knowledge of and experience with the implementation of immunization programmes at the policy and strategy level, including evidence-based immunization programme implementation and interventions;
-Knowledge of and experience with programmatic realities at the country level;
-Recognized leadership skills in managing national / subnational immunization systems in the Asia Pacific region;
-Proven expertise with resource mobilization and financial management;
-Proven ability to work under pressure and in a multicultural context;
-Proven ability to work with key donors, technical partners, and civil society at global, regional, and country levels;
-Proven ability in research, including peer-reviewed research publications.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3725 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
