OBJECTIVES OF THE PROGRAMME

TheDivision of Country Support and Partnerships (CPA) supports thedevelopment and delivery of WHO’s strategic engagement portfolio in MemberStates with and without country offices. It aims to maximize WHO’s impact incountries by helping them realize their health and development ambitions andstrategies in line with the European Programme of Work (EPW) and theSustainable Development Goals (SDG). CPA recognizes that each country isdifferent and needs tailored collaboration. The Division works by bringingpeople and units together across WHO divisions, offices and key partners. TheDivision has the principal function to develop mechanisms that help theorganization understand, strategize, implement and connect for country impact.In this, it focuses on gathering, analyzing and presenting information forcountry impact; developing, tracking and refining strategic country engagementplans; supporting programme implementation in countries; and facilitatingeffective collaboration and networks within the organization and with countriesand partners. This includes working with partners and Member States to manageand respond to the health needs of refugees and migrants, with a focus onaccess to health services and on preparedness for refugee and migrant influxes.CPAoperates in particular proximity to Country Offices and provides opportunitiesfor frequent mobility between assignments in the Division and in countries (inparticular for team lead positions). Individual technical officers will have-in addition to their specific technical focus- a geographic responsibility byvirtue of being a focal point for a limited number of country offices, forwhich they will provide support across all technical areas covered by CPA. The Partnerships and Collaboration team (PAC) advises theRegional Office on its external strategy for relations and cooperation with keyhealth partners such as UN agencies, other intergovernmental organizations,health partnerships, networks, non-State actors and WHO Collaborating Centers.It forges and maintains strategic partnerships with these partners for deliveryof EPW, GPW and the SDGs. It maintains and strengthens working relations withthe partners through regular meetings, discussions, and agreements. Specifically,it leads the UN Issue-based coalition on health (IBC Health) and well-being,convenes the UN agencies around health initiatives and work streams and isfocal point for the UN Reform and related mechanisms. It also coordinates theimplementation of the Global Action Plan on SDG 3 in the Region; and advisesDivisions and Country Offices on designing their partnerships. It also advisesthem on their relations with non-State actors and the coordination function forWHO Collaborating Centres and the RD’s Special Initiative on Youth is housed inthe team.

DESCRIPTION OF DUTIES

Thepurpose of the position is to support the development and maintenance of aneffective network of WHO Collaborating Centers in the WHO European Regionthrough the implementation of strategic actions, daily project management andoperational implementation, in full compliance with the WHO CC policies andprocesses, and in alignment with the WHO European Programme of Work priorities.The incumbent will be tasked with supportingthe implementation of key areas of the WHO Collaborating Center action plan andCountry Strategy and ensuring continuity in coordinating functions of WHOcollaborating centres. This will include the following duties:Assist in the development and implementation of approaches to increase and leveragethe network of WHO CCs and to ensure that they areactively involved in delivering the WHO European Programme of Work (EPW),2020-2025, specifically with a lens of country impactProvide support to WHO Divisionsand Country Offices on the development and implementation of their divisionalCC plans and technical networks, and on rules, policies and practices relatedto the management of EAP&C.Liaise with relevanttechnical staff and WHO CC experts to create and maintain a list of networkswhich have been created to support EPW implementation and to identifygeographical and technical needs.SupportWHO CC designation and re-designation processes and serve as a technicalresource concerning WHO CCs, responding to inquiries and providing detailed andtechnical information. Review draft proposals ofWHO CCs to ensure compliance with corporate rules, policies and practices and provideinput to WHO departments on rules, policies and practices related to IPR,corporate branding and conflict of interest.Facilitate the technicalreview of WHO CC workplans and reports. Provide training activitiesand assist in managing thecapacity building on knowledge related to the WHO CCrules, policies and procedures for WHO staff and WHO CCs and develop supporttraining materials.Develop a WHO CollaboratingCenter platform, and support the piloting, implementation and maintenance ofthe platform among WHO Collaborating Centers. Prepare concept notes, reports, briefing notes, speeches andcommunication material related to WHOCollaborating Centers and their technical work for distribution for internaland external use and for senior management. Support the organization and preparation of coordinationmeetings, events and briefing sessions with WHO Collaborating Centers,including the preparation of background material. Maintain efficient coordination and effectivecommunication within the organization and with external stakeholders in thecoordination and management of the WHO CC network and in identifyingopportunities for capacity building of new and existing WHO CCsManagethe WHO CC website in liaison with CPA and RDD communication staff.Conductdata analyses, web analytics, and collect user feedback on stakeholders’experiences of the WHO CC network and propose revisions and upgrades based onthis intelligence.Perform other dutiesrelated to WHO Collaborating Centers and the work of the PAC team as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor’slevel) in social sciences, public health, business administration,international relations, law, communications, or related field of study.
Desirable: University degree(Master’s level or above) in any of the above.

Experience

Essential: At least 2 years ofprofessional experience coordinating activities in the areas of strategicpartnerships. Demonstratedexperience of preparing coordination meetings and preparation of backgrounddocumentation.
Desirable: Demonstrated relevantexperience of working with WHO, the UN or other intergovernmental organizationsor civil society organizations.

Demonstrated knowledge of WHO’smandateDemonstratedorganizational and project planning skills Excellentcommunication and interpersonal skills with the capacity to work withhigh-level stakeholders with discretion and tact in a politically sensitiveenvironment. Excellentdrafting skills (concept notes, briefing notes, strategic documents andcorrespondence with experts inside and outside WHO).Ability to identify and manage one’s ownemotions, as well as helping others to do the same.Demonstratedskills in MS Office (Word, Excel, Outlook, Powerpoint). Demonstrated knowledge of Microsoft Teams,Zoom and other interactive professional platforms.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3354 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
