FAO representation in Cambodia is implementing the Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA) to support transformative climate action in the land use and agriculture sectors to reduce GHG emissions and/or enhance removals, as well as strengthen resilience and adaptive capacity to climate change. This project will be supplemented with the existing networks that UNDP & FAO have on the ground to engage with these actors, for example, through the UN Global Compact’s national level chapters.
In addition, FAO’s Scaling up Agroecology Initiative, as well as best practices from relevant initiatives in particular the CBIT Project, work to strengthen MAFF’s capacity on reporting the climate actions. In order to achieve this there is a need to support institutional capacity. In particular, this pertains to the MRV/MIS monitoring system to ensure transparency of climate action reporting in the agriculture and land-use sectors to address climate change impacts and drivers. This is also reflected in Cambodia’s Nationally Determined Contribution (NDC), which was submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in 2020 and provides the basis for the development and strengthening of monitoring and reporting systems and processes pursuant to the requirements of the Enhanced Transparency Framework (ETF). As such the focus of Outcome 2 under the SCALA project is the enabling environment (political, strategic, legal and operational) for operationalizing the options identified in NDCs and NAPs (and further assessed under outcome 1). Under this outcome, SCALA aims to strengthen organizational capacities and whole-of-government coordination. Improving measurement, reporting and verification (MRV) and monitoring and evaluation (M&E) systems, and the costing of proposed options are activities that will be carried out to strengthen the conditions for implementing NDC actions.
To support the implementation of the project activities, FAO Country Office is seeking a motivated, dynamic candidate to serve as a Technical Specialist (MRV and Mitigation).
This position will be based in the FAO Phnom Penh office in Cambodia.
The Technical Specialist (MRV and Mitigation) will report to Assistant FAO Representative (Programme).

Most specifically, s/he will undertake the following tasks:
- Support the development of the M&E/MRV Guidelines/roadmap/action for MAFF regarding to mitigation actions for AFOLU sector building on the results of the technical and financial analysis made by CBIT on the M&E and MRV system in MAFF;
- Provide advisory guidance to technical teams to support MAFF to update, implement and track the Climate Change Priority Action Plan 2030 particularly on the mitigation actions and MRV;
- Support the development of the Standard Operation Procedure (SOP) for activities data collection with GDNPA;
- Support the capacity development exercises to support MAFF and MOE to improve their MRV capacities for monitoring and reporting (this includes the review, identification of set of sector-specific adaptation/mitigation indicators) based on capacity gaps identified by CBIT;
- Support the assessment of mitigation potentials of livestock related climate actions (e.g., promote manure management to reduce carbon emission, animal waste management, bio digester program, etc.) in coordination with relevant stakeholder specifically the General Directorate of the Animal Health, and Production (GDAHP) and international experts (e.g. on the use of the GLEAM tool);
- Support the development of an approach for the evidence-based collection of livestock management information to reduce greenhouse gas emissions, including the system-level assessments coordination with the service provider and GDAHP;
- Perform other duties as per required.
Candidates Will Be Assessed Against The Following:
Minimum Requirements:
Minimum Requirements:
- National of Cambodia
- An advanced degree in natural resources management, climate change, animal health, agriculture, forestry or any relevant topics
- At least five years experience climate change, forestry, agriculture and livestock
- Strong knowledge of MRV and GHG emission calculation in AFOLU are an advantage
- Demonstrated knowledge of climate change commitments and actions (adaptation and mitigation), UNFCCC reporting
- Working knowledge of Khmer and English is mandatory
Technical/Functional Skills:
- Good command of computer skills (MS Word, Excel, Power point, Internet)
- Knowledge of the administrative policies and procedures of the United Nations and International Organizations
- Effective communication skills that emphasize teamwork
- Knowledge and experience in institutional capacity development
- Knowledge of and familiarity with agriculture and sustainable natural resource management
- Proven capacity to conduct fieldwork and ability to work in teams and establish working relationships central and local government institutions and civil society organizations
- Prior experience with the UN and/or international organizations is an asset
