Under the overall supervision of the FAO Representative and direct supervision of Assistant FAO Representative (Programme) in Cambodia, in collaboration with relevant FAO colleagues, and under technical oversight of Lead Technical Officer (LTO) in the FAO Regional Office for Asia and the Pacific (RAP), the consultant will work in close collaboration with the Project Design Expert, and project formulation team, technical team of the FAO Representation, and government counterparts. 

Climate risks and vulnerability assessment to contribute to the overall project design “Building climate resilience of communities in Cambodia’s protected landscapes: biodiversity-friendly crop-livestock systems for adaptation”, to be funded by the Global Environmental Facility (GEF). 

Responsibilities:

  • Review project documentation and external information/data (including climate projections), emphasizing climate risks, adaptation plans and resilience strategies.
  • Advise on methodology to assess climate change and other vulnerability related to project objectives, support the evaluation of existing climate resilience measures and propose enhancements.
  • Undertake vulnerability assessment including socio-economic assessment in selected sites – based on their representativeness in Cambodia and project objectives, considering community perspectives.
  • Facilitate key discussions and consultations with stakeholders and partners at the national and subnational levels to solicit inputs.
  • Identify key actions to be undertaken/ scaled up by project to address climate change vulnerability and detail budget and implementation process for the full project.
  • Produce a report on climate risks and vulnerability assessment.
  • Support and contribute to the organization of consultations including the national inception and validation workshops.
  • Undertake other related tasks as required in order to achieve activities above.

Candidates Will Be Assessed Against The Following:

Minimum Requirements:    

  • University degree in climate change, environmental science or other relevant fields
  • At least one year of relevant experience 
  • Working knowledge (proficient – level C) of English or limited knowledge of Spanish or French 

Technical/Functional Skills :

  • Extent and relevant experience in climate risks and vulnerability assessment.
  • Extent of country-level experience in Cambodia
  • Experience and knowledge in interpreting climate data and in methodologies for assessing climate risks and vulnerabilities.
  • Strong analytical and research skills.
  • Experience in organizing participatory processes and contribution to processes related to project development through engagement of a wide range of stakeholders from the government, civil society, academia, and the private sector, and incorporating community perspectives.
  • Proficient in relevant computer applications such as geospatial tools (GIS), word processing tools and calculation/statistical tools (excel and statistical software).
  • Excellent writing skills and proficiency in producing comprehensive reports on climate risks and vulnerability assessments.
  • Experience undertaking related tasks that require interdisciplinary collaboration to achieve project objectives.
  • Demonstrated ability to work independently, handle multiple tasks, work under pressure and deliver assignments on time.
  • Leading, engaging, empowering and an excellent team player.
