Organizational Setting
The main aim of the FAO Representation in Cambodia is to assist the government in developing policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors use their environmental and natural resources sustainably.
FAO is an Accredited Entity (AE) of the Green Climate Fund (GCF). In partnership with Cambodia’s National Designated Authority (NDA), the Ministry of Environment (MoE), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) are implementing a project ”Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihoods in Northern Tonle Sap Basin (PEARL)”. This six-year climate change adaptation project aims to enhance the climate resilience of farmers and local communities in the Northern Tonle Sap Basin (Kampong Thom, Siem Reap, Preah Vihear, and Oddar Meanchey) through public-social-private partnerships and improved access to growing segments of the agricultural product market while ensuring wide dissemination of climate-resilient practices and technologies.
The project has three Outcomes:
i. Improved hydrological and agrometeorological services,
ii. Climate-adapted agriculture value chain development,
iii. Strengthened agriculture regulation, policy, market, finance, and institutional capacities.
The project will work to improve four agriculture value chains: rice, mango, cashew nut, and vegetables.
The project will enable this market-led transformation through the establishment of a Farmer-led Agricultural Resilience Mechanism to assist smallholder farmers and other small-scale local value chain actors in acquiring technologies and infrastructure assets that are essential for adopting climate-resilient and high-value agricultural production and processing. Activities under Outcome 2 of the PEARL project will bridge the current capacity and resource gaps faced by smallholder farmers and other small-scale local value chain actors in the target areas to adopt alternative practices for climate-resilient and high-value agricultural production and processing. The project will use the certification schemes already operational in the country, including CamGap, GI, SRP, organic certification and HACCP, as the primary vehicles of transformation to develop market incentives around cashew, mango, organic rice, and vegetables. PEARL will also support the dissemination of climate advisory to last-mile users for improved planning and decision-making through Outcome 1 while Outcome 3 will strengthen the enabling environment for climate-resilient and sustainable value chains.
Reporting Lines
Under the overall supervision of the FAO Representative of Cambodia and the direct supervision of the PEARL Senior Project Officer, working closely with the International Technical Adviser (Value Chains Development), the Technical Specialist (Value Chains and Provincial Coordination) will be the provincial coordinator of on-the-ground activities in PEARL target provinces i.e., Siem Reap, Oddar Meanchey, Preah Vihear, or Kampong Thom, working on specific crops, i.e. cashews, mango, rice and vegetables.
Technical Focus 
The Technical Specialist (Value Chains and Provincial Coordination) will primarily support the managing, planning, and implementation of all activities under Outcome 2 of the PEARL project. He/she will also provide support to Outcomes 1 and 3.
Tasks and responsibilities
1. Support the implementation of Component 2 (Market incentives) of PEARL Project at Provincial level
• Ensure achievement of the planned deliverables and milestones according to the approved annual work plan and budget, and project documents in all the districts across the target Provinces;
• Coordinate all on-the-ground activities in the province with a focus on the assigned crop;
• In cooperation with provincial stakeholders review existing value chain analysis and intervention strategies to address identified constraints and impediments and support beneficiaries;
• Develop a detailed action plan for the assigned value chain crop (i.e., mango, leafy vegetables, cashew, and rice) to address key policy, institutional, technology, service provision, and issues related to gender/youth inclusion;
• Build partnerships with strategic players of private-public partnerships in the value chains in the provinces promoting opportunities for public-social-private sector participation in the value chains;
2. Support the implementation of Component 1 (Climate foresight) of PEARL Project at Provincial level
• Ensure achievement of the planned deliverables and milestones according to the approved annual work plan and budget, and project documents in all the districts across the target Provinces;
• Support provincial coordination with relevant government line ministries such as MoWRAM, MAFF, MoE, and other key stakeholders;
• Contributes to the process of Standard Operating Procedures development for the production and dissemination of agrometeorological advisory services and data sharing needs and architecture led by MAFF;
• Provide technical support to the preparation and roll-out of training of trainer curricula to raise awareness of agrometeorological advisory services and promote the application of agrometeorological advisory services among smallholder farmers and other local value chain actors;
3. Support the implementation of site-specific Environmental and Social Management Plans
• Provide inputs on the site-specific screening of activities in compliance with the Project Environmental and Social Management Plan;
• Identify business plan investments to be included in the Environmental and Social Safeguards Monitoring Checklist;
• Coordinate with the relevant stakeholders for site-specific activities in relation to Biodiversity Management, Pest Management, Indigenous Peoples, and Social Inclusion
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in agriculture, agri-business, agricultural economics, development economics or related field
• At least five years of relevant professional experience in agribusiness, application of value chain analysis and development, market development, processing, and agricultural certification schemes
• Working knowledge of English and Khmer
• National of Cambodia
