The “Mitigating Climate Change through Solid Waste Management in Southern Jordan” project, is considered to be a new inspiration in solid waste treatment in Jordan, based on the successful models that have been implemented by UNDP with the support from the Government of Canada (GAC) in northern Jordan and other similar models worldwide. The project considers the local context of the target area in the south and the different technical (amount and type of wastes generated) and socioeconomic aspects. This project is built on the successes of the previous projects implemented in the North of Jordan.
The services to be provided shall be undertaken covering two components, the MRF (including PET pilot) and the composting plant. The SOPs and marketing plans for these facilities have been developed and will be handed over to the consultant for review, update (when needed) and implementation. The consultant shall design the distribution of green points in collaboration with the Petra Development and Tourism Region Authority (PDTRA) and relevant municipalities, and arrange collection plans, in addition to co-managing the facilities and supporting marketing of the final products. Awareness campaigns will be an integral part of the services to ensure inclusive participation of the local community. The UNDP will select 10-15 members of the community in Shoubak, Asha’ari and PDTRA to operate the MRF and relevant activities, and 10-15 members of the community in Ayl and PDTRA for the composting plant. The UNDP will be covering the travel/running costs for those beneficiaries that will be operating the facilities in collaboration with the Joint Services Council of Shoubak (JSC-Shoubak), PDTRA and the municipalities separately (excluded from the scope of this TOR), however, the consultant will be responsible for on-job training, setting performance targets and reporting on performance of the beneficiaries to the UNDP.
The provided services shall be implemented in accordance with the following order of priority; National laws and regulations, UNDP Social and Environmental Guidelines, approved ESIA by the MoEnv. (for the MRF and the one for composting plant) the Terms of Reference (TOR), and any other international best practices if approved by the UNDP, leading to the successful implementation and results leading to the sustainability of the interventions.
