HI Afghanistan operating framework is outlined in the operational strategy (“Stratop”) developed at the beginning of 2022 for the next 2 years. The pillars are: Health / Basics Needs and Economic Inclusion / Armed Violence Reduction and protection of Vulnerable Populations.
HI is currently involved in different sectors of activities:
- Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and chronic crisis settings
- Mental Health and Psycho-Social Support (MHPSS)
- Inclusive livelihood
Mine Risk Education:
- HI has five offices located in the different provinces of intervention. The central office is in the capital city (Kabul) and hosts the management team (including operations, finance, logistics, human resources, technical unit, humanitarian access and advocacy, and Security).
- bases, located in Herat (West), Kunduz (North), Nimroz, and Kandahar (south), are fully operational with dedicated support services and project management teams. The Programme also has projects in Bamyan, which the Kabul main office manages.
- HI Afghanistan employs 450 national and 10 international staff with a budget of 8 and 10 million euros. Most fundraising efforts and donor relationships are held at the Kabul level. HI is also part of different fora/coordination bodies (ACBAR, INSO, HAG, etc.) and a member of several clusters, including health and Co-Chairing the Disability Inclusion Working Group.
- Under the responsibility of the Country Director, the Technical Unit Manager contributes, within his or her attached program, to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she is the driving force behind programmatic development within his/her technical scope, and he/she ensures the optimization of the quality and impact of the projects implemented. The Technical Unit Manager is responsible for a team: Technical Field Specialist.
Main challenges of the mission:
- In an increasingly complex context between humanitarian and development, the TUM and its team must ensure the quality of interventions while considering the need to respond to immediate needs and long-term structural issues in volatile contexts. Intervention methods must be adapted according to needs and changes in the context.
Management:
- You are the manager of the Technical Unit team members
Expertise:
- You contribute to the Country strategies in line with the global strategies
- You ensure the respect of global technical frameworks and standards and the learning process from projects (In liaison with 3I division)
- You ensures the development of research and innovation projects in the country when relevant (In liaison with 3I Division)
- You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his scope
- You ensure compliance of the technical proposition with nexus stakes
- You lead a local professional channel/talent pool and contribute to the Technical Divisions professional channel animation
Influence:
- You ensure the local external prestige and influence of HI’s expertise
Business development:
- You ensure the technical development of major opportunities for each different theme in the region under your scope
- You Identify & transform major opportunities in the region under your scope
- You contribute to the design and writing of new major projects in the region and when asked in other countries within the Geographic Division
- You produce & steer the conception of major projects or of new projects in the region
- You identify & develop regional or local partnerships and/or consortium with NGOs, Institutions, and Companies on technical priorities or important topics in the region
Emergency Preparedness and Response Responsibilities:
- Lead the emergency preparedness actions in his/her department/division/program and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response
Profil:
- You hold a master’s degree in one of HI’s technical sectors (Rehabilitation, DRM, AVR) and/or in international cooperation and/or humanitarian development
- You have a minimum of 5 years of experience in humanitarian development with experience in project management (multi or complex)
- You have experience in including people with disabilities or vulnerable people.
- You have at least two years of professional work experience in emergency/protracted emergencies/transition/development contexts.
- You know how to design and coordinate complex emergency/recovery/development interventions
- You have strong and solid management and communication skills
- You are fluent English is mandatory (oral and written)
- You show strong organizational skills; you are autonomous and reactive
- Ability to work under pressure and in a volatile security environment
- Knowledge of the project cycle
- Knowledge of security management is highly recommended
- Sense of priority and responsibility
