ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate, headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources, learning and staff development, procurement, information technology and general services to meet the service support needs of the Organization as a whole. Additionally, the Directorate houses the Gender Equality and Empowerment of Women Unit and the Ethics and Accountability Unit as well as oversees their operations. Furthermore, the Directorate provides guidance on personnel security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.
This position is located under the Facility Management Services. As part of the common services, on behalf of and financed by the VBOs, the Facility Management Services (COR/BMS) of UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions. Functions: · Propose and develop policies, life cycle maintenance and improvement plans for efficient, effective and safe buildings management, administration, and operations for consideration by the Managing Director of COR, taking into account best practices and standards; promote and proactively implement these policies and standards; · Manage and administer the operation, maintenance and repair of the grounds, buildings and related installations and equipment of the VIC complex on behalf of, and in close consultation with, the VBOs under the terms of the Memorandum of Understanding on Common Services; · Provide efficient, effective and quality services to the VBOs for all facility management activities; · Manage the projects financed by the Common Fund for Major Repairs and Replacements at the VIC on behalf of the VBOs and the Government of Austria; · Take measures to meet strict requirements in respect of waste disposal, bacteriological and chemical control of the water and air in the buildings; · In close cooperation with the Learning and Development Services (COR/LED), define, plan, and implement skills related training for its personnel; · Provide the required support to the catering operations of the VIC; · Provide management responses to audit observations and ensure the timely implementation of agreed-upon recommendations; · Cooperate with relevant bodies with a view to harmonizing and exchanging information.
FUNCTIONAL RESPONSIBILITIES
At the G-5 level the incumbent is expected to perform independent and specialized processes focusing on consistent service delivery and support services within the organizational environment and team. His/Her interventions result in process consistency.
Main Functions:
- The incumbent will provide multi-skilled functions to assist the work across the BMS Workshops. These efforts will be distributed over functions related to Electronics at 80% and Electrical at 20%.
- Under the supervision of the First Reporting Officer (FRO), the Technician (Electronics) provides support in functions related to the specific job family, to ensure the safe and reliable operation, maintenance and repair of the VIC buildings and associated installations, and carries out the following key functions:
- Under the supervision of the Team Leader, the incumbent carries out independently complex and semi complex activities related to the maintenance and repair of low tension electronic systems according to Austrian Standards, rules and regulations.
- In cooperation with the Supervisor and Team Leader, assist in the development of the yearly work plan including preventive maintenance of the Team including milestones, goals and priorities.
- In cooperation with the Team Leader, contributes to planning, design and implementation of major electronic system changes taking into account user, space and safety requirements, material needed, cabling layouts and schematic drawings.
- Assembles, installs, tests, adjusts and ensures the well-functioning of electronic systems such as Public Address, Alarm and Access Control, Video Surveillance, Multimedia systems etc. including mounting of peripheral equipment like e.g. Monitors, Screens, Cameras etc.
- Carries out preventive maintenance of electronic systems according to the agreed yearly maintenance plan. Inspects, tests, adjusts, and replaces systems or equipment and ensures that any deviation to the yearly plan is corrected as soon as possible.
- In case of equipment or system failure, follows testing procedures using measuring instruments and functional diagrams to identify the source of error and re-adjusts, replaces or repairs components. In case of major breakdown, coordinates the repair with contractor.
- Contributes to testing and troubleshooting of TCP/IP networks including basic programming (like e.g. backup/restore) of network switches. Maintains, tests and trouble shoots PCs, replaces faulty components and restores data. In case of major breakdown, coordinates the repair with contractor.
- Monitors and coordinates maintenance and repair work performed by outside contractors according to the agreed contract. Reviews the maintenance protocols provided by the contractors and checks quality of work performed.
- Contributes to A/V-events (Audio/Video) in the VIC as well as small meetings by transporting, installing, adjusting and operating mobile multimedia equipment or Video Conferencing Systems.
- Follows all rules and regulations and handles machines, equipment and material in a competent, proper and safe manner and wear protective clothing, such as masks, gloves and shoes when required, and store tools properly in the Workshop. Recommends spare parts and prepares purchasing documents.
- Keeps abreast of the latest technology, norms and standards. Discusses new products and techniques with the Team Leader and Supervisor.
- Appropriately records all the relevant information related to the work assigned in the Facility Management Electronic Work Order Platform and updates wiring diagrams and electronic documentation.
- Performs other related duties as required and acts as Conference Technician when needed.
- Carries out all duties with due consideration of applicable/prevailing security instructions, norms and environmental- and quality standards.

MINIMUM REQUIREMENTS AND DESIRABLE CRITERIA
Education:
Completed high school education at a technical institution required. HTL or equivalent is desirable.
Completed apprenticeship with Journeyman/person certificate (Gesellenbrief) as Electronics Technician.
Technical and Functional Experience:
Minimum eight (8) years of experience of which four (4) years in the field of low tension electronics.
E-mail (Proficient), Internet (Proficient), Spreadsheets (Proficient), Word processing (Proficient).
Experience with CAD Software (e.g. AutoCAD or Allplan) and TCP/IP Networks and Software is an asset.
Physical Requirements:
Good physical condition is required as work involves considerable physical exertion, e.g. walking long distances, standing, crouching, lifting and carrying heavy objects and working on high scaffolds and ladders or in inconvenient positions. Work has often to be carried out at irregular working hours and within short notice.
Languages:
Fluency in English is required.
Working knowledge in German is desirable.
NOTE: Eligible internal UNIDO applicants are required to have served at least one year in their current post if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher-level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
