Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In this role as the global voice and advocate for gender equality and the empowerment of women, UN Women must deliver to an ambitious agenda as a centre of excellence on knowledge, partnerships, advocacy, and social mobilization, as well as a convener, thought leader and champion of gender equality and women’s empowerment.
UN Women’s Civil Society Division plays a key role in helping to drive commitment and action on gender equality, women’s rights and women’s empowerment through its partnership and engagement with civil society across the globe. The crucial contribution of civil society organizations in the advancement of gender equality, women’s empowerment and women’s rights, the role of civil society and the women’s movement as partners, supporting UN Women’s leadership, is seen as fundamental in the full realization of gender equality, women’s rights, and women’s empowerment. UN Women has a unique and critical role in engaging civil society and partnership building with women’s organizations as stakeholders to achieve gender equality and women’s empowerment and the Civil Society Division helps drive this partnership.
The Civil Society Division also aims to support the implementation of the UN Women Strategic Plan 2022-2025 and promote the rights of women and girls globally through strategic and innovative partnerships with intersectional and intergenerational civil society partners. To appropriately align with the Strategic Plan, Civil Society Division has developed a Strategic Note that reflects the divisional vision and prioritizes the strengthening of multistakeholder allyship models with civil society at the core, to contribute to a networked, people-centred multilateral system that more effectively supports the rights of women and girls including women human rights defenders, especially in response to global coordinated pushback against human rights and gender equality.
Under the overall direction of the Director and under direct supervision of the Deputy Director of the Civil Society Division, the Civil Society Analyst will work with UN Women to support the implementation of the CSD Strategic Note. The Civil Society Analyst will work closely alongside other team members in the Civil Society Division to ensure clarity of direction and alignment with objectives of the divisional Strategic Note.
Key Functions and Accountabilities:
Provide support to the CSD in the implementation of the divisional Strategic Note:
- Provide substantive inputs on the formulation of concept notes for UN Women’s intervention areas; as well as the office’s strategic note
- Provide inputs to the development and implementation of UN Women’s civil society strategy processes and products, and act as the focal point for a number of areas, as assigned, and in particular with an ongoing weight on Civil Society Advisory Groups (CSAGs);
Provide advocacy and communication support to CSD:
- Provide support in developing communications and content to support and strengthen civil society and CSAG engagement in key United Nations processes relevant to gender equality and the empowerment of women via the CSAG Extranet;
- Prepare and contribute towards generating, maintaining and updating cutting-edge and time-sensitive NGO intelligence to underpin and inform targeted, timely and effective outreach;
- Provide support in monitoring and reporting on civil society trends, political developments and emerging opportunities and challenges, in line with the current Strategic Note and workplan of the Division;
- Provide support to senior management for missions, meetings and civil society consultations, including in the preparation of briefing notes, talking points, speeches and other materials;
- Prepare the presentation of UN Women’s and the division’s mandate and emerging priorities for accelerating progress toward gender equality and women’s empowerment during meetings with civil society representatives including CSAG members;
Provide technical support to the development of strategic partnerships and resource mobilization efforts:
- Provide support to the regular communication with the members of the Global Civil Society Advisory Group through digital platforms and coordinate physical and virtual meetings of the group and thematic working groups that may be formed;
- Facilitate engagement of the Global Civil Society Advisory Group members in processes which UN Women is strongly involved (future development framework, CSW, among others);
- Coordinate and strengthen the network of CSAG focal points in UN Women. Train and assist the CSAG focal points in the available technology in order to take full advantage of its capabilities in optimizing resources;
- Provide network and capacity development to partner Civil Society Organizations and other stakeholders, as necessary.
- Coordinate regional and national CSAGs input to global intergovernmental processes; support and strengthen regional and national CSAG engagement with stakeholders involved in intergovernmental processes through participation in physical and virtual meetings
- Explore and expand UN Women’s partnerships with new civil society constituencies
Facilitate knowledge building and sharing:
- Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning;
- Contribute to capacity building exercises, as necessary.

Functional Competencies:
- Good knowledge of gender equity and women’s empowerment issues
- Good knowledge of UN system and understanding of inter-agency coordination processes
- Good knowledge of results based programme planning and management
- Ability to promote and monitor inclusion of gender-specific objectives, indicators, targets and activities in the UN agencies programmes
- Good analytical skills
- Ability to provide advice and support.
Education and certification:
- Master’s degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years of experience working with civil society and advocacy processes is required.
- Experience working in gender equality and women’s rights at the international level is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Language Requirements:
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
