Organizational structure
This position is located in the ILO Country Office (CO) in Abidjan covering Côte d’Ivoire, Benin, Burkina Faso, Niger, Togo and Mali. This office is responsible for supporting constituents in developing and implementing programmes under the Decent Work Agenda within the framework of the Decent Work Promotion Programmes (DWPPs).
The BP-Abidjan Programming provides support to the management of the office in planning and implementing country programmes, designing, implementing, monitoring and reporting on Decent Work Country Programmes (DWCPs), aligning DWCPs with the UN Sustainable Development Cooperation Framework at all stages of the programme cycle. It also provides support in the preparation of biennial programme and budget proposals for the office, quality control of development cooperation proposals and evaluation of development cooperation programmes and projects under all sources of funding.
Programming assists the Country Office management in the preparation of work plans and in planning and monitoring results and resource allocation to technical activities conducted by specialists. The incumbent provides direct support to specialists in the preparation and review of Decent Work Programmes and Results-Based Work Plans (OBW).
Main mission
- As a member of the team, the incumbent provides comprehensive professional services for the design, implementation and administration of a wide range of programming activities. These services include the development, implementation, monitoring, evaluation and reporting of programmes and projects in multiple technical areas. The work includes providing professional programming services for the development and implementation of Decent Work Country Programmes (DWCPs) to strengthen national activities and capacities in areas within the ILO mandate. These services are provided in a manner that is efficient, effective and client-oriented, and requires the use of the Organization’s Enterprise Resource Planning (ERP) system. The work is governed by established rules, regulations, policies, procedures and guidelines. The incumbent applies the principles of Results-Based Management (RBM) and plays a key role in promoting them.
- The incumbent works under the supervision of the Director of the Abidjan Country Office. He/she has a high degree of autonomy in carrying out the tasks assigned to him/her. This supervision is focused on the overall production of results that have an impact on the office.
Professional relationships
- Internal contacts take place with relevant staff and managers in field offices, project offices and headquarters, with the aim of establishing and maintaining effective working relationships, exchanging information and reaching agreement on programming issues. The incumbent also provides guidance on results-based management (RBM) and applicable standards. He/she regularly liaises with and receives guidance from the regional programming unit.
- External contacts take place mainly with public administrations, employers’ and workers’ organisations, United Nations agencies, other international organisations as well as donors; they aim at maintaining effective working relations and exchanging views on project initiatives and areas of cooperation.
Essential Functions and Responsibilities
- Provide substantive professional programming inputs to the development and implementation of the Decent Work Country Framework (DWCF), ensuring its alignment with global and regional strategic priorities. Monitor progress on the Office’s work programme and measure and report on results, including through strategic use of Enterprise Resource Planning (ERP). Monitor and verify the accuracy of programming data.
- Monitor and evaluate country development plans and priorities, and make proposals to support the definition and setting of targets under the Decent Work Country Framework (DWCF), taking into account stated priorities and results. Keep abreast of political and socio-economic developments and propose measures to address emerging operational challenges.
- In cooperation with technical specialists, prepare substantive inputs for programme framework documents, project proposals, reports and other documents for monitoring and information purposes. Undertake, plan and conduct missions to monitor, evaluate and report on programme implementation and propose corrective measures. Contribute to the planning and organization of capacity-building activities.
- Monitor and guide the work of staff in relevant programme areas. Supervise staff, as appropriate. Provide training in relevant programme areas and organize briefings and orientation sessions for new staff.
- Participate in negotiations with key stakeholders to discuss project definition, scope and funding requirements. Develop or revise draft memorandums of understanding, in cooperation with technical specialists and implementing partners, ensuring compliance with established project implementation requirements and timelines.
- Seek opportunities to establish and strengthen partnerships with various stakeholders. Participate in resource mobilization activities. Organize and participate in meetings to foster collaboration among stakeholders. Participate in inter-agency meetings and gatherings to define areas of joint work.
- Stay abreast of developments in applicable standards and good practices. Share knowledge and provide guidance to staff.
- Monitor the efficiency and effectiveness of work methods and processes and recommend improvements. Work closely with relevant staff and managers to ensure the efficiency and effectiveness of activities in the design and delivery of services and recommend improvements to interdependent processes. 9.
- Provide inputs to support the office’s communications activities.
- Perform other relevant duties as required.
Minimum requirements
Training
- University degree (bachelor’s degree or equivalent) in a field related to the nature of the job.
Experience
- At least three years of professional experience related to planning, monitoring, implementation and evaluation of programs and/or projects. Experience in the use of an Enterprise Resource Planning (ERP) software, in particular modules related to strategic management and programming.
LANGUAGES
- Excellent command of French. Working knowledge of English.
