Completed terminal review of GEF project: “Capacity Building for Azerbaijan to meet the requirements of enhanced transparency framework of the Paris Agreement” (GEFID 10043). • Completed terminal review of GEF project: “Capacity Building for Enhanced Transparency in Climate Change Monitoring, Reporting and Verification” (GEFID 10002)

Responsibilities

• Author and lead the terminal review for the aforementioned projects per GEF and UNEP policies.
• Overall responsibility for undertaking the review and preparing the final report in English
• Deliverables to be prepared following UNEP evaluation office template
• Evaluation of all project elements per UNEP evaluation office guidance documents.
• Liaise with the UNEP GEF Climate Mitigation Unit on comments received and ensure that comments are taken into account during the finalization of the Main Terminal Review report and approved
• Prepare a presentation on preliminary findings
• raft the Main Terminal Review report, ensuring it is consistent with the guidelines provided both in substance and style.

Qualifications

• An advanced university degree in economics, environmental sciences, management, or a related discipline is required
• A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree
• Minimum of 5 years of experience working on evaluations and monitoring of development projects in developing countries is required
• Experience in working with national governments in Europe and Central Asia region, and/or Africa or developing countries is required
• Experience working on technical aspects of projects in the environmental / climate change sector in Europe, Central Asia, and /or Africa is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English is required.
