About Nomadic Assistance for Peace and Development (NAPAD)

NAPAD is a non-governmental development organization whose vision is, “Justice, peace and prosperity in the Horn of Africa.” Our Mission is “to promote sustainable peace and human development amongst vulnerable communities in the Horn of Africa through the advancement of social justice, economic resilience, and climate change adaptation.” The organization was initially registered in 2004 with the Ministry of Culture and Social Services in Kenya as a Community-Based Organization (CBO). In 2009, NAPAD transitioned its legal status to a Local Non-Governmental Organization (LNGO) under the purview of the NGO Coordination Board of Kenya. NAPAD also operates in Somalia and Ethiopia.

NAPAD focuses on five programmatic areas, namely:

  1. Livelihood and Resilience
  2. Water, Sanitation, and Hygiene (WASH)
  3. Access to Quality Education
  4. Advocacy and Good Governance
  5. Humanitarian Aid

Assignment:

The International Medical Corps (IMC) together with International Council of Voluntary Agencies (ICVA) are supporting NAPAD in strengthening her capacity to respond to climate induced emergencies. Towards this end, NAPAD has received a microgrant to finance development of an organizational policies, train staff and procure software that will enhance her sustainability. One of the organizational policies to be developed is an environment policy that will guide NAPAD on how to conduct her operations in a way that respects and protects the environment. In addition, practical tools to be used by field staff to conduct Environmental & Social Impact Assessment will be developed.

Purpose and Objective of the Assignment:

This consultancy aims to assist in the development of an Environment Policy and Environment and Social Impact Assessment Tools (ESIA). The environment policy will guide NAPAD to conduct her operations in a way that respects and protects the environment. The Environment and Social Impact Assessment Tools (ESIA) will enable NAPAD’s field staff to carry out ESIA for her activities.

Scope of Work:

  1. Assess and evaluate NAPAD’s environmental performance in her operations.
  2. Develop a comprehensive environment policy that aligns with NAPADs vision, mission, and strategic goal.
  3. Develop Environment and Social Impact Assessment Tools (ESIA) that aligns with NAPAD’s activities.
  4. Sensitize NAPAD staff on the Environment Policy.
  5. Train NAPAD staff on use of the ESIA tools

Deliverables/Outputs

  1. Detailed Inception Report, outlining the methodology and timetable with agreed delivery dates for specified deliverables.
  2. Comprehensive Status Report, presenting findings of NAPAD’s Environmental performance and existing gaps and proposed solutions.
  3. Finalized Organizational Environment Policy with clear implementation plan and M&E framework.
  4. Easy to use ESIA field tools.
  5. Training report with a summary of instructions (manual).

Qualifications and Work Experience of the Consultant/ Firm

The consulting firm or consultant should possess the following qualifications and experience:

  1. The firm or consultant must demonstrate significant experience and expertise in managing or consulting on environmental programs, with at least 7 years demonstrated experience in conducting ESIA, developing EMS, developing environment related policies, conducting organizational environment performance assessment and appraisals. Additionally, experience in developing policies, strategies and policy analysis is essential.
  2. Hold an advanced degree at the Masters level in Environmental studies, Environmental planning and management, Environmental science, Natural Resource Management or other relevant fields.
  3. The consultant(s) should be competent and dedicated, easily accessible for feedback, and possess excellent communication and writing skills.

Reporting

The consultant will report directly to the Program Director.

Evaluation Criteria:

Late applications will be disqualified. Only shortlisted applicants will be informed and evaluated against their experience (20%), technical proposal (50%), and financial proposal (30%).

Terms of Payment:

  1. 50% upon submission of the draft Policy
  2. 50% upon submission and acceptance of the final policy.

Duration of the assignment

The assignment is anticipated to span a maximum of 9 working days, distributed across 20 days.
