Background

Gold Star Kenya (GS Kenya) is a local Non-Governmental Organization (NGO) established and registered in Kenya in 2010. It has its roots in the Gold Star Network (GSN), a social franchise initiative established in 2006 to promote comprehensive HIV care and treatment through a network of private health service providers. GS Kenya focuses on providing quality, integrated, and sustainable health services by empowering communities through strategic partnerships, innovation, research, and health systems strengthening approaches. GS Kenya draws its expertise from past and present projects in Kenya collaborating with diverse public and private sector partners.

Purpose of the Assignment

While implementing human resource (HR), finance and procurement processes to accomplish organizational objectives, there has arisen the need to review and/or develop new policies and processes that are robust to strengthen our strategic positioning and enhance our business profile. In this regard, GS Kenya is seeking consultancy services from an organization/individual with demonstrated experience in the review, development and implementation of organizational manuals and policies to guide optimal NGO performance. The consultant is to undertake the following tasks/deliverables:

  1. Carry out a review of existing GS Kenya HR, finance and procurement policies and procedures, benchmark with at least 3 local NGOs and identify gaps for improvement
  2. Develop comprehensive HR, finance, and procurement manuals as well as related policies that address the identified gaps including designing and recommending a transparent salary scale system that ensures thorough assessment of performance and that is linked to employee incentive systems
  3. Make a presentation to the GS Kenya core management team (CMT) and present revised drafts, incorporating CMT recommendations, to the board of directors
  4. Finalize the revised HR, finance and procurement manuals, policies and procedures based on Board input and orient the relevant teams for full operationalization

Minimum Requirements:

  1. Appropriate academic qualifications with a minimum MBA in HR Management from a reputable institution.
  2. At least 15 years of leadership experience in the HR field, of which 5-7 years will be in strategic/transformational HR in public and private sector (NGOs) in Kenya and internationally.
  3. Experience working for a reputable development organization, focusing on best practices around diversity, inclusivity, transparency etc.
  4. Experience in change management and organizational transformation
  5. Experience working with a start-up companies/organization, is desirable
  6. In-depth understanding of the needs of entities with multi-lateral funding and requirements is highly desirable.
  7. Excellent communication skills including verbal, written and oral presentation
  8. Strong analytical skills, including knowledge of labor laws
  9. Ability to work in a multicultural context with appropriate cultural sensitivity

Type of service: Short-term consultancy

Reporting to: Executive Director and coordinates with Head, HR & Admin

Duration: Maximum 20 working days
