TERMS OF REFERENCE FOR ENGAGING A CONSULTANT TO DEVELOP AND DESIGN IMLU’S WEBSITE

  1. INTRODUCTION

The Independent Medical Legal Unit (IMLU) is a governance, health, and human rights non-governmental organization. Our work is fostered by a holistic approach that includes litigation, medical and psycho-social rehabilitation, socio-economic empowerment, oversight of government compliance with human rights obligations, and advocacy of political, legal, and institutional reforms that promote accountability, healing, and justice.

Over the last three decades, the organization has supported more than 6,000 victims of torture, and cruel, degrading, and inhumane treatments. We have a national presence of over 300 professionals: doctors, trauma counsellors, advocates, human rights monitors, and journalists. During this period, IMLU women girls and women human rights defenders have continuously faced unprecedented challenges in the fight against sexual violence including security risks.

  1. BACKGROUND

IMLU is committed to advancing human rights and justice in Kenya and across Africa. This platform will serve as a key information hub for our stakeholders, including civil society, donors, government agencies, and the general public. We aim to engage an experienced consultant to design and develop the organization’s website.

OBJECTIVE

  • To enhance our online presence and ensure accessibility to all our materials and resources, we are redesigning and redeveloping our website.
  • To improve user interaction, promote collaboration among key users, and enhance the visibility of IMLU’s work.
  • To design & develop a new visual concept and language for the IMLU website, ensuring consistency in fonts, formatting, icons, images, and layout techniques.
  • To Include features such as feed links, responsive design, social sharing options, multiple page styles, language options, search functions, an interactive map, and password-protected pages.
  • To improve functionality, and present content in a more organized, attractive, and user-friendly manner.

SCOPE OF WORK

The contract duration is 2 months. The website is to be completed within this period. A user manual shall be handed over upon completion. There shall be an initial briefing session with IMLU’s team to provide background information and set expectations.

DELIVERABLES

A fully functional/interactive and responsive website with below web pages;

  1. Homepage: Overview of IMLU, latest news, upcoming events, and featured partners.
  2. About Us: Organization history, mission, vision, and team profiles (Board of directors and Staff)
  3. Our Work: Detailed information about each program department.
  4. Activities/projects: recent activities (programmatic and administrative)
  5. Publications: Reports, Press briefings, Newsletters.
  6. Opportunities/Careers/Tenders: Job listings and application forms.
  7. Contact Us: Contact form, address, phone numbers, and interactive map.

Documentation i.e., User manual, source code, and developed libraries.

REQUIRED SKILLS AND EXPERIENCE

Experience:

  • A reputable consultant/consultancy firm with at least 4 years of experience in designing visually appealing and user-friendly websites.
  • Familiarity with various web development technologies i.e., HTML, CSS, PHP, JavaScript, jQuery, and Content Management Systems (CMS), particularly WordPress.
  • Broad knowledge of current web development technologies and design tools.

Team Qualifications:

  • Lead developer: At least 3 years of programming and CMS development experience.

  • Junior developer: At least 2 years of work experience in programming and CMS development.

  • Graphic designer: A solid portfolio with at least 3 years of experience.

  • Graphical integrator: At least 3 years of experience with CMS integration of responsive CSS and graphic design.

  • Junior migration expert: At least two years of work experience in CMS publishing and content migration.

    SCHEDULE AND TIMELINE
    Design Phase 7 Days
    Development Phase 4 Weeks
    Testing and Quality Assurance 7 Days
    Deployment, Source code, and Libraries Handover 5 Days

REPORTING AND SUPERVISION

The selected consultant will work under the supervision of IMLU’s IT and Admin. Regular consultations and updates will be required to ensure alignment with IMLU’s objectives.

IMLU will provide access to the current website code and content including Word Press administration console, all documents and pages, plugins, themes, and additional files.

EVALUATION AND SELECTION PROCESS

Proposals will be evaluated based on the quality of the firm’s portfolio, team experience, expertise in Website development technologies, adherence to the project timeline, previous experience in the development sector, and cost-effectiveness.

CONFIDENTIALITY

The consultant shall ensure that all data and information received during the course of the consultancy are kept confidential and used solely for the purpose of completing the tasks outlined in this ToR.
