1.0 Organizational Background:

Centre for Domestic Training and Development (CDTD) is a dynamic Women’s Rights Movement dedicated to reshaping perceptions surrounding Domestic Work and Care work, Eradicating Child Labour, Combating Forced Labour and Human Trafficking, and Ending all forms of violence against Girls and Women. We are dedicated to championing the protection and empowerment of survivors and upholding their dignity and agency so that they can recover and thrive.
Central to our cause is the promotion of financial inclusion and the advancement of dignified livelihood opportunities underpinned by equity, respect, and empowerment. We are steadfast in our commitment to driving policy reforms, spearheading social justice and implementing educational initiatives aimed at fostering fair, equitable, and rewarding labor migration experiences in a world free from Gender-based violence.

2.0 Project Background:
In 2022, CDTD was selected as a beneficiary of the URAIA Trust, Women Voice and Leadership (WVL) program, funded by the Global Affairs Canada (GAC) through CARE International and CARE Kenya. The WVL project is anchored on Canada’s Feminist International Assistance Policy (FIAP) which puts gender equality and the empowerment of women and girls at the heart of international development, humanitarian peace and security. The overarching goal of the project is to contribute to gender equality and the increased enjoyment of human rights for women and girls in Kenya. WVL’s objective is to strengthen Women Rights Organizations (WROs) in Kenya to enhance their governance, management, programming, and sustainability by enhancing their ability to deliver quality services and increasing the effectiveness of their platforms to effect policy, legal and social change.
In line with this CDTD is dedicated to fostering a safe and supportive environment for all individuals it serves. Over the years, the organization has recognized the critical need for a comprehensive survivor policy that addresses incidents of harassment, discrimination, and abuse. These incidents can have profound and lasting impacts on survivors’ well-being, trust in the organization, and overall community cohesion. As part of our commitment to ensuring justice, safety, and respect for all members, we are embarking on the development of a survivor policy that will provide clear guidelines, procedures, and support mechanisms for survivors of such incidents. This policy aims not only to uphold our organization’s values of inclusivity and equity but also to strengthen our capacity to prevent, respond to, and mitigate harm effectively.

3.0 Assignment Objectives:
CDTD is seeking an experienced consultant with a proven track record in policy development related to survivor support and trauma-informed care. The consultant will collaborate closely with stakeholders across our organization, including leadership, legal advisors, human resources, and frontline staff, to gather insights, assess current practices, and draft a robust survivor policy. Key responsibilities will include conducting thorough research, analyzing best practices from similar organizations, facilitating workshops or focus groups with survivors and staff, and ultimately delivering a comprehensive policy document tailored to the organization’s unique needs and values.

4.0Project Deliverables:

i. Conduct thorough research on survivor policies and best practices
ii. Develop a plan to consult with survivors, staff, and community partners
iii. Create a framework with clear guidelines, procedures, and support mechanisms.
iv. Design and implementation strategy with training and communication guidelines.
v. Establish a monitoring framework to evaluate policy effectiveness and ensure compliance.

5.0 Duration:
The assignment is to be completed within 3 working days after contracting.
6.0Qualifications and Competencies:
i.Postgraduate degree in Social Sciences, Gender Studies or any other relevant qualifications.
ii.Understanding of laws, regulations, and ethical standards related to harassment, discrimination, and abuse, particularly in organizational settings.
iii.Knowledge of trauma-informed approaches to policy development and survivor support.
iv.Skill in designing frameworks to monitor policy implementation and evaluate its impact.
v.Excellent organizational and communication skills, written, and verbal both in English and Swahili.
vi.Evidence of having undertaken a similar assignment.
vii.Excellent communication skills and the ability to write in English in a manner that can be understood by the executive, management, and program officers.

7.0 Payment and Submissions:
50% payment shall be made upon contracting after a successful selection process, and the balance shall be settled after approval of the revised Strategic Plan.
