1. Background
ActionAid International Kenya is implementing the ‘African Women Voices for Peace’ project, co-financed by the Judith Neilson Foundation and the Australian Department of Foreign Affairs and Trade. The project aims to support women from conflict-affected areas in the Great Lakes region by ensuring their rights are protected and promoting their participation in peacebuilding processes.
Baringo County has been deeply impacted by conflict, displacing communities and causing significant trauma. Women, who are central to family and community life, face heavy emotional and psychological burdens from this violence. Many women serve as frontline responders, but they often lack the training to effectively provide peer support to others in similar situations.
This consultancy will focus on empowering these frontline women by training them as Trainers of Trainers (ToT) in peer-to-peer counselling. This approach will build the women’s capacity to provide basic counselling support and emotional resilience-building to their peers and community members affected by conflict, fostering community healing and empowerment.

2. Objectives of the Assignment
The overall objective of the consultancy is to design and deliver a comprehensive Training of Trainers (ToT) program on peer-to-peer counselling for women in conflict-affected areas of Baringo County.
Specific objectives include:

  • Develop a training curriculum tailored to the needs of frontline women in Baringo County, focusing on peer-to-peer counselling techniques.
  • Equip women with the skills and tools necessary to counsel their peers and cascade these skills to others in their communities.
  • Promote emotional resilience and psychosocial well-being among women affected by conflict through peer-to-peer support networks.
  • Develop a post-training mentorship and support framework to ensure sustainability and continued growth of peer support networks.

3. Scope of Work
The consultant will be responsible for the following tasks:

  • Curriculum Development: Design a culturally relevant curriculum for peer-to-peer counselling, incorporating practical exercises, role-play, and group discussions.
  • Training Delivery: Conduct a 5-day Training of Trainers (ToT) workshop for approximately 20–25 selected women participants.
  • Resource Materials: Develop and provide counselling toolkits, peer support guides, and reference materials for participants.
  • Post-training Support: Create a mentorship and follow-up plan to support the trainers as they begin cascading the training within their communities.
  • Monitoring and Evaluation: Develop tools to assess participant knowledge pre- and post-training and to monitor the ongoing impact of the training.

4. Deliverables
The consultant is expected to deliver the following:

  • Training Curriculum: A detailed peer-to-peer counselling curriculum and all supporting materials.
  • Training Report: A comprehensive report summarizing the training process, outcomes, participant feedback, and recommendations.
  • Post-training Support Plan: A mentorship framework to support trainers after the initial training.
  • Monitoring and Evaluation Tools: Pre- and post-training assessments and tools to monitor the dissemination of the training.

5. Duration of the Assignment
The consultancy is expected to take place over 3 weeks, which includes:

  • Preparation: 1 week.
  • Training Delivery: 1 week (5-day workshop).
  • Reporting and Follow-up: 1 week (including development of follow-up mechanisms).

6. Qualifications and Experience

  • The consultant(s) should meet the following qualifications:
A degree in psychology, counselling, social work, or a related field with experience in peer counselling.
  • At least 5 years of experience in conducting ToT programs, particularly in conflict-affected settings or with women-led groups.
  • Demonstrated experience in developing and delivering peer counselling or psychosocial support programs.
  • Strong facilitation and communication skills with a focus on participatory and community-based approaches.
  • Knowledge of the cultural and social dynamics of Baringo County and other conflict-affected regions.
  • Fluency in English and Swahili, with knowledge of local dialects being an added advantage.

7. Application Process
Interested candidates should submit the following:

  • A technical proposal detailing their approach to the assignment and the methodology they intend to use.
  • A financial proposal outlining the consultancy fees and any other related costs.
  • A CV or resume highlighting relevant experience and at least two references from similar assignments.
