Background 

International Detention Coalition (IDC) is a unique global network, of over 200 civil society organisations and individuals in more than 75 countries, that coordinates with members and partners on advocacy, research, coalition and capacity building, to end immigration detention and advance rights-based alternatives to detention (ATD). 

 

Role Purpose 

The Thailand Project Coordinator plays a pivotal role in developing and implementing ATD strategies in Thailand in line with IDC Strategic Plan to achieve IDC’s objectives of preventing, reducing and ultimately ending immigration detention, including through promoting alternatives to detention and the ending of child detention in the short to medium term. This will involve working with civil society organizations, UN agencies and other actors to strengthen networks in Thailand, and constructively advocate and engage with the government and other key stakeholders.

This role involves the supervision of volunteers and consultants when needed. The Thailand Project Coordinator may be required to travel nationally and internationally and work flexible hours to collaborate with IDC staff and consultants in multiple time zones. 

 

Role Summary 

The Thailand Project Coordinator will work closely with and under the supervision of the Southeast Asia Programme Manager to implement IDC’s project(s) in Thailand. 

The Thailand Project Coordinator will be responsible for coordinating between the Thai government and other partners to expand and strengthen alternatives to detention mechanisms in Thailand. This includes policy, advocacy, resource analysis, designing training materials, and capacity strengthening for policymakers and ATD practitioners in Thailand. The Thailand Project Coordinator will work to secure buy-in and formal agreement for the Government to comprehensively review policies, implement training, and establish ongoing learning mechanisms to improve delivery of alternatives to immigration detention models. Additionally, the Thailand Project Coordinator will collect learnings on policy and advocacy efforts in Thailand and work collaboratively with the IDC l team to disseminate learnings regionally and globally. 

The role requires strong project management skills, effective communication, strong training design and facilitation skills, and experience in community-based protection. Experience in Monitoring, Evaluation, and Learning initiatives is a strong asset. The role will require sophisticated stakeholder management skills to work in partnership with civil society, UN and government agencies under a whole-of-society approach. 

The Thailand Project Coordinator will work remotely from home with frequent travel to external meetings. 

 

Role Responsibilities 

Advocacy 

  • Guide national stakeholders on the development and implementation of national-level advocacy strategies.
  • Implement national ATD strategies to reduce and end immigration detention in Thailand, in partnership with civil society, UN agencies, and the government, in line with IDC’s Strategic Plan.
  • In collaboration with the Southeast Asia Programme Manager, engage in advocacy with the Thai government to improve alternatives to detention mechanisms and broader immigration reform in Thailand.
  • Communicate on developments in Thailand with colleagues working in other regions and at the global level. .

Networking, Coalition Building and Communications 

  • Communicating IDC’s mission, strategy, and goals effectively, building commitment to these amongst IDC members and stakeholders in Thailand.
  • Strengthen networks to end immigration detention in Thailand, including Thailand’s UN Migration Network Sub-Working Group on ATD.
  • Work with IDC’s Southeast Asia Programme Manager to foster strong relationships with stakeholders to ensure effective communication and collaboration with IDC members and stakeholders
  • Disseminate and share resources, information, and learning with IDC members and stakeholders.
  • Assist with developing print and digital communication materials, including social media materials.
  • Disseminate and share resources among members and partners through different platforms.
  • Contribute to monitoring media platforms and keep track of reports and updates on developments on immigration detention and ATD in the region.
  • Coordinate consultations with the Southeast Asia Programme Manager and diverse stakeholders

Technical Expertise, research and resource development 

  • Maintain an up-to-date understanding of national, regional and global developments on detention and alternatives to detention.
  • Contribute to policy consultations, review and development of standards on immigration detention and alternatives to detention.
  • Contribute to the development of policy briefs, and advocacy campaigns
  • Work with IDC’s Southeast Asia Programme Manager, Asia Pacific Regional Manager and other colleagues to provide technical advice to the Thai government and other stakeholders on the design implementation and evaluation of ATD programs.
  • Contribute to drafting research reports and mapping national and regional immigration detention and ATD issues
  • Work with IDC’s Southeast Asia Programme Manager to contribute to the development of policy, training and communication materials to support advocacy, in collaboration with partners and colleagues.

Project Management and MEL 

  • Develop and update Thailand’s project work plans, recording key activities and outcomes.
  • Support data analysis and validation
  • Work with IDC’s Southeast Asia Programme Manager, Asia Pacific Regional Manager and other colleagues to manage project budgets in Thailand.
  • Work actively to secure funding for the national programme in Thailand and for IDC’s broad programmes
  • Work with IDC’s Southeast Asia Programme Manager in the completion of funder monitoring reports for specific projects and contribute to IDC’s Monitoring, Evaluation and Learning activities.
  • Supervise consultants and volunteers as needed.
  • Report updates and outcomes to IDC’s Asia Pacific Regional Manager and Executive Director
  • Facilitate the organization of events, including capacity-building activities

Internal Systems 

  • Maintain accurate records of project activities, including consultations, workshops, and advocacy efforts.
  • Prepare regular progress reports for project stakeholders, including funders, partners, and advisory boards.
  • Contribute to the development and implementation of internal processes and procedures to ensure the smooth operation of the project.
  • Assist in the preparation of grant applications and funding proposals and proactively identify potential sources of funding and opportunities.
  • Contribute to the IDC Asia Pacific team priorities and broader IDC initiatives and programmes as required and reasonable
  • Demonstrate an understanding of IDC policies including IDC Children and Vulnerable Adults Safeguarding policy to ensure a positive and safe working environment for all.
  • Demonstrate a passion for and alignment with the IDC’s mission, vision and core values of innovation, collaboration, respect, representation and being solutions-focused.
  • Actively contribute to a culture of collaboration, teamwork, and support within the IDC team.

 

Key Selection Criteria 

Essential Criteria 

  • Degree in Social Welfare, Social or Political Science, Law, international relations or related field.
  • Minimum three years of experience working on the rights of migrants, refugees, and/or stateless people in Thailand.
  • Demonstrated understanding of the issues faced by refugees, people seeking asylum and migrants in Thailand
  • Strong understanding of immigration detention issues, related laws and policies in Thailand is highly desirable
  • Experience in engaging in constructive advocacy with policymakers
  • Experience coordinating and working collaboratively with civil society organisations and networks, UN agencies, and communities impacted by migration or immigration detention.
  • Demonstrated ability to design and deliver training packages
  • Strong facilitation skills to lead and create dynamic learning environments in workshops and meetings
  • Ability to research, analyse data and draft high-quality written material
  • Ability to provide strategic advice on monitoring, evaluation and learning frameworks
  • Ability to take initiative and to work remotely and autonomously, to manage competing deadlines, prioritize workload appropriately, and work in a flexible manner and effectively in an international team.
  • Ability to undertake travel in Thailand and internationally
  • Effective communication in English and Thai (written and oral) are required.
