The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Cooperation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co-operation, the scientific, technological, and legal bases required for a safe, environmentally sound, and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.  

The NEA is looking for a dynamic individual to serve as Deputy Head of Policy and Co-ordination.  S/he will report directly to the Head of Policy and Co-ordination and lead the Agency’s international relations, including NEA engagement with non-members and emerging economies in Africa and other parts of the world.

Job Description

Communication and Co-ordination

  • Co-ordinate with senior staff in developing and implementing multilateral programmes and initiatives with member countries, non-members, industry, academia and other NEA stakeholders to advance NEA missions and objectives.
  • Lead NEA engagement with emerging economies interested in the development of programmes to apply nuclear science and technology and build co-operation with NEA member countries and co-operative platforms.
  • Support the development of excellent communications and co-ordination with relevant OECD Directorates and other international organisations, industry and other stakeholders.
  • Represent the NEA in the co-ordination of the agreement, planning and execution of all external events in which the NEA has a sponsorship role.
  • Manage the planning, organisation and implementation of high-level meetings through the preparation of meeting agendas, programme updates, talking points, policy or technical briefings as needed. This will also include liaising with OECD bodies, host countries and organisations, and facilitating the organisation of the meetings.
  • Provide policy and project development support to the Office of the Director-General.
  • Perform other duties as assigned by the Director-General or by the Head of the Office of Policy and Co-ordination.

Qualifications

Academic background

  • An advanced university degree in international relations, political science, science or engineering.

Professional background

  • A minimum of eight years’ senior-level experience in nuclear technology or related fields, with a broad knowledge of international co-operation, economic, technical, environmental and energy-related issues.
  • Experience in an international environment, and demonstrated ability to establish and maintain professional contacts with senior officials, national delegates and experts from around the world.
  • Significant experience of providing strategic leadership and advice at senior management level.

Core competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of the hiring processes: Vision and Strategy (Level 3), Enable People (Level 2), Ethics and Integrity (Level 2), Collaboration and Horizontality (Level 3), Achieve Results (Level 3), Innovate and Embrace Change (Level 3).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Communication and Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.

Contract duration

  • Two-year fixed term appointment, with possibility of renewal.

Salary Information

  • Please note that the appointment may be made at a lower grade in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

All applications are screened based on the criteria for the position.  For candidates who are screened-in, written tests and video-recorded interviews are foreseen during the second half of June, and panel interviews are planned for first half of July 2024.
