There are 3 regions (Northwest, Western, and Eastern); this position is in Eastern Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!
You will develop and implement Total Maximum Daily Loads (TMDLs) in Eastern Region and function as DEQ’s watershed management expert for the Powder, Snake, Owyhee, and Malheur River Basins. You will develop TMDLs for parameters listed on the 303(d) list of impaired waterbodies in collaboration with other watersheds management staff. You will also provide technical assistance and review for TMDL implementation activities in basins with TMDLs. Activities include ensuring that Designated Management Agencies and Responsible Persons’ TMDL Implementation Plans, as required by the TMDL, are developed, submitted, and approved in a satisfactory and timely manner, and in accordance with state and federal laws and statutes, administrative rules, and guidelines. You will also be responsible for responding to and investigating water quality pollution complaints.

What are we looking for?
Minimum Qualifications: 7 years of experience in a natural resource or environmental field, with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.

This position will be based out of the DEQ’s Pendleton office; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires some travel by car for field work, meetings, conferences, trainings, seminars, public hearings, and workshops, some of which may involve evening work, weekend work, and/or overnight stays. During field work, there is the potential for exposure to toxic substances, contaminated soil and water, pollutants, airborne contaminants, inclement weather (wind, rain, snow, etc.), uneven and steep terrain, stream crossing and wading, strenuous hiking, and boating. Occasional carrying of up to 25 pounds of sampling equipment over a distance of one mile may be required.
