CURRENT OPPORTUNITY

GGGI-Togo is seeking a national consultant for the CPF development. This is a deliverable-based consultancy position that will provide technical support to GGGI Country Office.

The consultant is required to interact closely with relevant project members and stakeholders on a regular basis. He/She is  expected to work from the GGGI offices on a regular basis during the period of the consultancy. Any changes in work location (during part of the consultancy) would need to be agreed with GGGI prior to the start of the consultancy. A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required. 

 

BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI is supporting the Republic of Togo to embrace the Green Growth transition model (aligned with and beyond the scope of this GCF Readiness project), in supporting the management of implementation of Strategic projects and programs.

During the 2023-2024 biennium, GGGI supported the National Designated Authority (NDA) of Togo mobilizing funding from the Green Climate Fund (GCF), a Readiness preparatory support entitled “Strengthening Togo’s Institutional Capacity for a Low-carbon Transport System (STILTS)”, aimed at supporting Togo address its key climate change needs by building the institutional capacity of the country to implement a Low-carbon Emission Transport System with regards to achieving some of its NDC targets. Through this project, GGGI will develop and create synergies with other government institutions in order to promote climate resilience and inclusive green growth in Togo.

GGGI support has contributed to the development of project for funding from the Republic of Korea (ROK government) through the (i) MAFRA project: ‘‘Developing Socio-Economic Infrastructure to Sustain Rural Communities in Togo’’ and KFS project: ‘‘Strengthening Resilience to Climate Change of Vulnerable Population through sustainable Forestry Resources Management’’. The goal of these projects is to enhance socioeconomic development, policy structures, plans, and organizational setups to prioritize inclusive green growth and climate action in economic and political strategies, as well as to boost climate finance mobilization in the AFOLU sector. Furthermore, GGGI support has contributed to enabling collaborative environment and partnership development with the government of Togo.

 

OBJECTIVES OF THE ASSIGNMENT

The GGGI support process to Togo will be increasing in the upcoming years. For that purpose, GGGI is seeking to contract an individual national consultant with extensive track record in policies and strategies development to support the development of the Country Planning Framework (CPF).

The (CPF) will define the green growth objectives and GGGI interventions to support Togo over a five-year period. The objectives will take into account the direction of GGGI’s strategic plan, reflect GGGI’s comparative advantage, and align with national goals and priorities for economic growth, poverty reduction, social inclusion, and environmental sustainability. The CPF is a joint and shared document between GGGI and the Government of Togo (GoT).

The formulation of the CPF will be undertaken by the GGGI country team in close consultation with GoT counterparts and other national stakeholders.

The document will be co-owned and endorsed by the GoT, demonstrating the commitment of both parties to collaborate on common objectives. In drafting the CPF, green growth stakeholders should be consulted widely. The CPF will be aligned with national development policies and strategies, including (i) national commitments under the Togo 2025 Government Roadmap to make Togo, a peaceful country, a modern Nation with inclusive and sustainable economic growth; (iii) the Nationally Determined Contribution (NDC) of the United Nations Framework Convention on Climate Change (UNFCCC), and (iii) the international commitments under the Sustainable Development Goals (SDGs).

The CPF development individual consultant is a national senior Part-time consultant who will work in close cooperation with the GGGI country team and relevant stakeholders such as the Ministry in charge of Environment, Ministry in charge of Finance, Ministry of Transport, Ministry in charge of Agriculture, etc.

 

DELIVERABLES

The consultant will report directly to the Country Lead and will receive guidance/support from GGGI HQ technical experts to deliver in accordance with GGGI’s highest quality standards.

He/she will play the following key roles:

  1. Conducting the stakeholders mapping exercise to identify the key government and non-government actors;
  2. Organizing consultations process with meetings (including workshops) with key stakeholders at national and local levels;
  3. Facilitating the stakeholders’ involvement & ownership in the CPF development process;
  4. Collecting data and information to support the CPF development process;
  5. Analyzing the current context of Togo, at economic, social and environmental levels;
  6. Analyzing the following key sectors/areas: green investments, climate action, climate-resilient agriculture, sustainable forests, coastal resilience, waste management, sustainable mobility, green buildings, solar photovoltaics (renewable energies), green industries, gender, carbon market, social inclusion;
  7. Contributing to the drafting and finalization of the Country Planning Framework.

The Consultant will be expected to contribute to deliver, the following outputs per identified timeline and payment schedule below.

 

EXPERTISE REQUIRED

(1) QUALIFICATIONS

  • Master’s Degree or equivalent in Economics, International development, Planning, Environmental Science, Sociology/Social Development or similar.

 

(2) EXPERIENCE

  • At least 5 years of relevant experience in policies/strategies development;
  • An understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Togo.
  • A strong track record in undertaking research, analyzing country trends and drawing lessons learned
  • A solid understanding of gender and social policy in Togo
  • A solid understanding of environmental risks and threats in Togo
  • Highly developed technical and strategic knowledge of planning, policy and strategy, green financing, institutional reforms and governance.
  • Excellent understanding and experience in institutional capacity support.
  • Excellent facilitation and capacity-building skills.
  • Strong commitment to GGGIs organizational values, and excellent ability to advocate organizational values and accountability within and outside the organization.
  • Effectively adapts own approach to suit changing circumstances or requirements.
  • Demonstrated ability to think critically and synthetically across fields and topics.
  • Open to change and flexible in a fast-paced environment.
  • Always pursues continuous improvements.
  • Demonstrated commitment to GGGI’s core values
  • Demonstrated ability to work in team environments and cultivate productive partnerships across a diversity of stakeholders to achieve organizational goals.
  • Ability to read, analyze and interpret government, multilateral and organization rules and regulations.
  • Strong ability to work independently and/or remotely, while maintaining productivity.
  • Excellent written and verbal communication skills in French and English language are a must.

(2) Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.

(3) Total contract value will be up to USD 6,000 dependent on candidate’s credential.
