PROJECT BACKGROUND
In 2020, the EU signed a joint programme agreement with the ILO and UNICEF titled “Towards an inclusive national social protection system and accelerating decent job opportunities for Syrians and vulnerable Jordanians” The joint programme seeks to contribute to the achievement of a sustainable social protection system, in policy as well as institutional set-up, with strengthened links between social protection and employment for both Jordanian and refugee populations and enhanced outreach into the informal sector.
The ILO-UNICEF Joint Programme serves to support the operationalisation and implementation of the Jordanian National Social Protection Strategy (2019-2025), with a view to contribute to the achievement of a sustainable social protection system, in policy as well as institutional set-up, with strengthened links between social protection and employment for both Jordanian and refugee populations and enhanced outreach into the formal sector. Based on long-standing relations with the Jordanian government and other partners, lessons learnt and extensive experience of both ILO and UNICEF in the area of social protection and employment promotion for youth as well as adults, women as well as men, Jordanian host communities as well as refuges, the project serves to achieve three outcomes:
Outcome1: Enhanced coordination, integrated planning and monitoring for government wide efforts in the social protection and employment sector. Outputs delivered serve to strengthen mechanisms for coordinated implementation of national employment and social protection interventions in the context of the NSPS.
Outcome2: Strengthened national systems/mechanisms to enhance access to labour market, decent work and employment based social protection schemes. Outputs delivered serve to provide support towards effective and cost-efficient implementation and realisation of access to employment (work permits), enhanced capacity for the implementation of mechanisms to ensure increasingly decent work (labour inspection) and access to social security expanded to workers in the informal economy.
Outcome3: Vulnerable Jordanians and Syrians transition from cash assistance to sustainable jobs. Outputs are directed towards the design and implementation of a graduation mechanism to support the transition of vulnerable people on cash assistance (provided by NAF and UNHCR) to employment.
The project is aligned with the GoJ’s draft graduation mechanism and complements other ongoing and recent efforts aimed at strengthened government capacity and outreach in the area of social protection and employment promotion, thus entailing a strategic contribution to the development objective “Strengthened self-reliance of the most vulnerable refugees, Syrians in particular, as well as host communities, towards the establishment of an inclusive national protection system”.SCOPE OF WORK AND METHODOLOGY
The main objective of this assignment is to conduct a tracer study to review the employment status of the beneficiaries participating in the graduation program. The study will assess their living conditions and determine whether the program has sustainably impacted their livelihood strategies and poverty levels. The assignment will primarily focus on data collection, entry, and validation for a tracer study, which will contribute to the analysis and help monitor and evaluate the outcomes of the graduation program offered by the ILO. The methods and processes for selecting the sample, conducting data collection, entry, and validation are detailed below.

The work is planned to start on October 15th 2024 and is expected to be completed no later than 15th December 2024. The deadlines in the table below are a suggestion. However, it is preferable to abide by the starting date and finish date of the assignment.

A. Develop a comprehensive methodology for the tracer study.

C. Deliver a final assessment and progress report for all beneficiaries who have started employment (900 beneficiaries in total) by Dec 1st, verifying their employment status and contract details, including social security coverage.

REQUIRED QUALIFICATIONS:
SELECTION CRITERIA FOR Service Provider
The consultancy firm fulfilling the above qualifications will be selected based on competitiveness of proposed rates, achieving the best value for money.
SUPERVISION
The tasks and deliverables under this assignment will be carried out under the direct supervision of the POS Programme Officer and overall guidance of the POS CTA. Overall technical review will also be provided by the Regional employment specialist. All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (TOR). The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the express advance written authorization of the ILO. All intellectual property rights arising from the execution of these TOR are assigned to the International Labour Organization. The intellectual property rights of the materials modified through the assignment remains with the International Labour Organization.
ASSIGNMENT TIMEFRAME AND LOCATION
The consultancy assignment will take place in Jordan from 15/10/2024 to 15/12/2024
Interested service providers should send the following documents to ILO no later than 08 October 2024.
Applications should include the following:

▪ Financial proposal including all costs.
▪ Company profile including sample of previous work with other UN entities/sample of related work of similar nature.
The technical and financial proposals should be submitted in separate documents.

The deadline for submission of technical and financial proposals is 08 of October 2024 COB, 12 mid-night to be scored according to the technical evaluation table mentioned below combined with the financial proposal. The proposer will receive a confirmation email in return upon submission.
Financial Proposal (40%): the financial proposal will contain 40% weight. The consultancy firm shall complete the financial proposal using the table/format below.

The financial proposal will be evaluated based on price reasonableness and overall cost.
Technical Proposal (60%): the technical proposal will contain 60% weight, whereas Technical Evaluation passing score is 50%. Any applying consultancy firm that scores less than 50% in technical evaluation shall not be considered for financial evaluation. The technical proposal is expected to be submitted by the consultancy firm in the following structure:
Description of Technical Evaluation “Methodology”
-Relevant experience in labour market legislations, developing government legislation and general international law, and experienced in training and capacity building in legal matters 5-7 years. Score (30%)
-Submit technical and financial proposal. Score (20%)
-Understanding of the TORs and the aim of the services to be provided; overall methodological approach, work plan, quality assurance, appropriateness of tools and estimated difficult and challenges (20%)
-Detailed work plan with a timeline related to the different activities in addition to implementation methods: coordination of partners, cooperation mechanisms, result oriented, and M&E. Score (10%)
-Clarity of the proposal, provision of all required documentation, and innovative delivery are considered as a cross cutting measurement criteria. Score (10%)
-Successful previous experience working with the international bilateral donors, previous UN experience is an asset. Score (10%)
