Job Description

The OECD Trade and Agriculture Directorate (TAD) provides policy analysis and advice to help governments develop trade policies that contribute to rules-based international trading order, and more inclusive and sustainable growth.

The Trade Policy Division (TPD), of TAD supports OECD member and non-member countries to contribute towards the rules-based international trading order. In this context, it helps governments to effectively counter and prevent illicit trade through the OECD Working Party on Countering Illicit Trade (WP-CIT).

The Division is carrying out economic research to enhance evidence of illicit trade, and to gauge and close key governance gaps that enable them, in close collaboration with other international organisations.  Recently the WP-CIT has been mandated by OECD member countries to intensify its efforts to focus on enhancing transparency in Free Trade Zones (FTZs).

We are looking for a Trade Policy Analyst to contribute to our work on gauging and closing governance gaps related to illicit trade, with a particular focus on the rollout of the OECD Free Trade Zones Certification Scheme. S/he will work under the supervision of the Programme Manager in TPD.

Main Responsibilities

Research, Policy Analysis and Drafting

  • Carry out economic research and policy analysis related to implementation of the OECD Recommendation on Enhancing Transparency in Free trade Zones and the roll-out of the OECD FTZ Certification Scheme, with a focus on the economic role and surrounding ecosystem of Free Trade Zones.
  • Draft technical and policy documents for consideration by the expert networks, as well as policy briefs and other documents  aimed at non-technical audiences.

Co-ordination and Management

  • Contribute to the OECD work on implementation of the OECD Recommendation on Enhancing transparency in Free trade Zones, and the rollout of the OECD FTZ Certification Scheme, with a particular focus of proactive engagement of the FTZ community.
  • Plan and facilitate meetings of the expert networks by, proposing agenda topics, identifying participants and preparing documents and presentations.
  • Co-ordinate and supervise contributions from external consultants and colleagues to ensure the quality of the work.

Liaison, Dissemination and Representation

  • Help build and maintain formal and informal networks in the areas of expertise, including exchanges of policy relevant information, strategies and good practices, with a particular focus on communities related to illicit trade and transparency in Free Trade Zones.
  • Undertake outreach activities; conduct capacity building workshops, seminars, and make presentations to enhance the visibility and impact of OECD activity in the field of the OECD FTZ Certification Scheme, with a particular focus on the FTZ community.
  • Establish and maintain professional contacts with other parts of the OECD, research and government institutions in OECD member countries, key organisations and individuals   working in the field of illicit trade with a focus on the rollout of the OECD FTZ Certification Scheme.
  • Liaise with key stakeholders, especially FTZ communities; engage with the relevant national authorities and international experts and provide substantive support in the preparation of the content of the activities.

Qualifications

Ideal Candidate Profile

Academic Background:

  • Advanced university degree in law, public policy, economics, economic development, international management or international relations.

Professional Background:

  • At least three, preferably five years experience of dealing with at least one of the following issues: free trade zones development, trade policy, customs policy, analysis of illicit activities (e.g. smuggling, illicit wildlife trafficking, counterfeiting or money laundering).
  • Knowledge of free trade zones operations and FTZ-related regulations.
  • Experience in international trade policy issues, with a focus on illicit trade and enforcement would be an advantage.
  • Experience with drafting national legislation and regulation and/or analysing how national legislation on free trade zones complies with international requirements.
  • Proven track record in presenting highly technical subjects, prefrably FTZ-related, in writing as well as orally to high level officials and opinion leaders, in a compelling manner.

Languages

  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
  • Oral and written fluency in Spanish or Chinese will be considered an asset.

  • This vacancy will be filled as soon as possible, and applications should reach us no later than midnight 13 August 2024 (Paris time).

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in the second half of August/early September, and panel interviews are planned for the second half of September.
