BACKGROUND:
Founded in 2001 as a coalition of Israeli organizations working in disaster relief and international development, IsraAID has grown into an independent NGO and the largest humanitarian aid organization in Israel. From earthquakes and hurricanes to epidemics and forced displacement, IsraAID has been at the forefront of responding to major humanitarian crises worldwide. We have worked in more than 50 countries and at any one time have around 300 staff members worldwide.
Our mission is to support people affected by humanitarian crises. We partner with local communities around the world to provide urgent aid, assist in recovery, and reduce the risk of future disasters.
PURPOSE:
IsraAID is looking for a well experienced person who can be able to train our program team in Problem Management Plus (PM+) intervention and methodology which was drafted by World Health Organization. PM+ is a mental health package designed to provide psychosocial support to individuals facing distress and mild to moderate mental health conditions. It is specifically tailored for delivery by non-specialist providers, such as community workers without formal counseling training.
OBJECTIVES:
- The primary objective for this consultancy is to conduct a Training of Trainers’ program on the implementation of the PM+ Interventions.
- To build the technical skills of IsraAID staff to effectively facilitate PSS group sessions at the community level using PM+ methodology.
- To increase the knowledge of IsraAID staff and learn how to conduct individual assessment for people that quality to benefit from PM+ group sessions.
- Adapt the training materials and supportive supervision tools to the local context.
- Familiarize participants with the PM+ training guide, its contents and underlying principles.
- Build participants capacity to deliver PM+ training to non-specialized providers.
- Develop participants’ skills in facilitating interactive and engaging training sessions.
TASKS & RESPONSIBILITIES:
- Developing a detailed training plan, agenda and materials for the training.
- Delivering engaging and informative sessions on PM+ content, application and training techniques.
- Facilitating practical exercise, case discussions, and role-plays to enhence participants understanding and skills.
- Providing ongoing support and guidance to participants during the training.
- Assessing participants’ knowledge and skills throug pre and post training evaluation.
- Follow up supervision for the trainees following the training.
MINIMUM QUALIFICATION AND EXPERIENCE:
The successful candidate is required to meet the following criteria:
- Should have at least a Master’s degree in Counseling Psychology, Mental health and related fields.
- Minimum of 5 years’ experience in facilitating Problem Management Plus (PM+) for organization employees.
- Proven experience in conducting Training of Trainers (ToT) programs, preferably mental health and psychosocial support.
- Experience in working with development partners in Mental Health and Psychosocial Support.
- Understanding Problem Management Plus methodology and PSS referral pathway.
- In depth knowledge and understanding of PM+ intervention and its training guide.
- Strong facilitation and training skills, with the ability to engage and motivate participants.
- Excellent communication and presentation skills, both written and verbal.
CONTRACT DURATION:
This is an individual project to be completed by a date agreed in advance with IsraAID’s Program’s Department, to be no later than mid-March 2024 (Dates are slightly flexible). If the contract requires an extension, this will be discussed with IsraAID’s Procurement and Security Officer.

TERMS & CONDITIONS OF PAYMENT:
Facilitation fees will be paid in local currency upon successful completion of the assignment (per IsraAID payment schedule – NET 30 against an invoice).
PROPOSAL CONTENTS:
In addition to the Minimum Qualifications and Experience, the Offeror, in their proposal, shall, as a minimum, include the following:
- CV;
- Letter of Application;
- References list;
- Copy of portfolio or samples of previous work/copy of contracts;
- Price Proposal (indicating day rates for any additional work);
PROPOSAL EVALUATION:
When examining, evaluating and comparing offers, the committee shall consider the following criteria:
- Price as well as non-price factors, which include costs (35%)
- Portfolio, experience in humanitarian settings & functional characteristics (35%)
- Vendor’s performance record and the vendor’s presence in the local market (30%)

Additional Informative Points:
- IsraAID has the option to award 1 or more bidders or none and splitting the procurement between multiple bidders,
- IsraAID has the option to procure fewer elements or quantities, based on the quote received.
- IsraAID Payment terms are: Net 30 days upon receipt of invoice, alongside a signed good receipt / written evidence showing acceptance of service by IsraAID authorized point of contact. Actual Payments are done on the 10th and 25th of each month
- Payments will be done In USD or NIS based on the known USD to UGX exchange rate at the date of payment.
Quotation is valid for 90 days, from date of submission.
- Code of Conduct – IsraAID expects its suppliers to comply with and follow IsraAID values and code of conduct.

This form is, in no matter or form, a binding agreement and is used for quotation purpose only.
In case of actual purchasing, an approved purchase order will be sent.
