Background and purpose of assignment

CARE is implementing 6 months WASH project funded by the Prokol in Duhok Governorate. Project activities include rehabilitation of the Water borehole and water pipe extension and capacity-building training for the Directorate of Water staff. The project also proposed to do two separate technical capacity-building training sessions for a group of 10 DoW technical staff, to receive HSE training.

The purpose of the assignment is to conduct the OSHA – Managing safety training for DoW staff. The training will be 4 days.

Scope of Work

OSHA Managing Safely provides essential knowledge and understanding of how to manage health and safety. OSHA Managing Safely is designed for managers and supervisors across all industries and organizations and will ensure they understand their health and safety responsibilities. It reinforces why good health and safety are essential to performing their roles successfully.

Methodology of training: 4 days of training and a mixed training methodology (in-house lecture, group work, and practical activities) should be used during the training for a better understanding of participants.

10 participants will attend the training and the tentative date of training is during February. 

 Deliverables: The consultant should facilitate the exam by the end of training and an OSHA certificate for successful participants.

Consultants should also submit 2 – 3 pager training reports and provide a debriefing before submitting the final report in line with the above-stated objectives and detailed scope.

Expected Activities

Expected course content: OSHA Managing Safely should cover the following topics during the training:

  • Introduce managing safely and making the work environment safe.
  • Technique of Assessing Risk
  • Controlling Risks or Mitigation Plan
  • Understanding Responsibilities
  • Understanding Hazard
  • Investigating Incidents
  • Measuring Performance
  • And preparing the checklist/action plan for the proposed area

Objective(s) and Outcome(s)

The OSHA Managing safety training aims to: The purpose of this training is to train the DoW staff on how to manage safety at workstations, mainly at water boreholes and water extension management by the Directorate of Water and make the work environment safe for the workers.

Outcomes of training:

  • Participants learn about the safety of the working area.
  • Participants learn about risk identification techniques and get familiar with tools and techniques used for risk identification.
  • Participants learned how to control the risks and make the workplace safer.
  • Participants understand how to develop the mitigation plan to minimize the risk.
  • Participants can train DOW staff after receiving this training

Qualifications & Preferred Skills

  • Having a University Degree with relevant experience.
  • NEBOSH / OSHA Certified trainer.
  • NEBOSH IGC certified.
  • Completed OSHA TOT training.
  • At least 3 years of experience with HSE or managing safety training
