UNDP’s Strengthening and Electoral Processes Project has been supporting the Election Commission of Pakistan in realizing its mandate of conducting free, fair, and transparent elections since 2012. The core objective of the project is to strengthen ECP’s institutional capacity through capacity development initiatives, organization of inclusive multi-stakeholder dialogues to develop consensus on electoral reforms, undertaking public outreach including civic and voter education, and enhancing the effectiveness of ECP’s wings dealing with trainings, gender and inclusivity, and research and development (among others). The project also works with national and provincial assemblies with a focus on increasing the capacities of parliamentarians, enhancing the effectiveness of parliamentary caucuses, and strengthening linkages between parliamentarians and their constituents to inform policy making and legislation.
In UNDP’s work related to democratic governance and support to the Election Commission of Pakistan, UNDP Strengthening Electoral and Legislative Processes project provides Technical and Operational support to ECP in organizing different trainings workshops of Elections Officials.
Training Associate will work under the direct supervision of Program Specialist-Elections and Democratic Space Lead, with overall guidance of Chief Technical Advisor SELP Project.

Duties and Responsibilities:
Under the direct supervision of the Program Specialist-Elections and Democratic Space Lead of the SELP project, the Training Associate will be responsible for supporting SELP in achieving its objectives and assist in providing quality technical assistance to the ECP, to include:
Liaison with ECP and Electoral Stakeholders
- Liaise with ECP Training wing in developing training schedules, travel plans and training monitoring and evaluation tools.
- Assist in organizing meetings with donors/partner organizations and Electoral Support Group members
- Under the supervision of Programme Specialist, coordinate and follow-up with project partners- NGOs/CBOs in planning, implementing, monitoring and gathering of information for compilation of the training reports.
- Assist in monitoring, systematizing and reporting on the development of the training activities.
Arrangements of Electoral Events
- Arrange and support training events both at the Election Commission of Pakistan (ECP), as well as in distributed locations across the country including organizing logistics, registration, liaising with participants, producing training materials.
- Assist programme team in developing capacity development and monitoring plans for third party evaluations/ external consultants’/training firms.
- Assist training team in providing technical assistance and facilitation to partner CSOs and local partner organizations in implementation of training activities.
Data Management
- Create and maintain files of correspondence/ documents and electronically received information and ensure up-to-date filing.(hard and soft copies)
- Support programme team in preparing and disseminating training progress reports, delivering presentations and documenting best practices, lessons learned and success stories;
- Prepare and compile information including meeting minutes, notes to file, and record of project activities.
- Maintain an up-to-date database of relevant stakeholders including officials of ECPs (Trainers/Trainees), CSOs and Government officials to support the communications with partners on project activities effectively.
Operations Support
- Liaison with the operation team internally as well as external vendors/ service providers as needed in the organization of events, meetings, consultations, workshops to ensure that procurement processes are completed smoothly and efficiently
- Assist operations team in reviewing and preparing documentation for the procurement of goods and services.
- Coordinate with vendors for the designing and printing of programme briefs, reports, publications, materials for meeting/ events, IEC material, etc.
- Carry out any other special assignment/tasks given by the Program Specialist-Elections and Democratic Space Lead.
- Organize travel arrangements and coordinate with the training team and event participants, including preparation of travel authorizations, requisitions and claims with all supporting documentation.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:
Education:
- Secondary education (Higher Secondary) is required.
- A university degree (Bachelor´s degree) in Social Science, or other relevant qualifications from a recognized university will be given due consideration, but it is not a requirement
Experience:
- Minimum 7 years (with Secondary education) or 4 years (with bachelor’s degree) of working experience in organizing Electoral activities / trainings in the field of governance / elections.
- Demonstrates commitment to UNDP’s mission, vision and values.
- Possesses basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks.
- Manage proper filing and documentation systems in a database for all relevant activities.
- Excellent coordination and time management skills.
- Ability to work independently, under pressure and tight deadlines.
- Experience with UNDP financial and administrative processes, policies, and guidance would be a distinct asset.
- Experience with UN or UNDP operations rules, policies, and procedures would be an advantage.
- Experience in coordination and networking.
- Experience of working with UN or international organizations is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
- Experience of working with government counterparts and maintaining good relationship with them
- Knowledge/Experience regarding electoral processes is desirable.
