Overview of position:
Our client was established in 1997. They leads, coordinate & implement mine action under United Nations legislative mandates of both the General Assembly & the Security Council. They support the UN’s vision of “a world free from the threat of mines, Explosive Remnants of War (ERW) including cluster munitions & Improvised Explosive Devices (IEDs), where individuals & communities live in a safe environment conducive to sustainable peace & development where no one is left behind, where the human rights & the needs of victims are met & where they are fully integrated as equal members of their societies.”
Our client is a unit within the Office of Rule of Law & Security Institutions (OROLSI) within the Department of Peace Operations (DPO). They operate under UN legislative mandates of both the General Assembly & the Security Council or at the request of the UN Secretary General or his designated official. When instructed by the Security Council or called upon by Member States, our client deploys under humanitarian, peace & security mandates. Their main headquarters is in the UN Secretariat, New York with a sub office in Geneva. Our client provides direct support & assistance in the areas of explosive ordnance threat mitigation to 18 countries / territories / missions, has a standby rapid response capacity & global Technical Advisors in the field of IED’s & Weapons & Ammunition Management (WAM). As an office within DPO, they support peacekeeping & special political missions in accordance with Security Council mandates.
Their Iraq program was formally established in June 2015, at the request of the UN Under Secretary General for Peacekeeping Operations (DPKO) & the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national & regional mine action capacities. Our client is supporting multiple layers of operations under their Iraq Strategic Plan which focuses on three main components: namely technical support, Explosive Ordnance Risk Education (EORE) & Explosive Hazard Management (EHM). Their Iraq has offices in both Baghdad & Erbil.
Under the direct supervision of the Technical Support Team Lead, the Ministry of Interior (MOI) Training Impact Evaluation Survey Consultant will be assigned to undertake the following responsibilities:
Summary:
The assignment “MOI Training Impact Evaluation Survey” will aim to do a survey through interviews with the Ministry of Interior training school staff & past students to evaluate the level deployment & utility of the skills acquired from successfully completing training courses for the period January 2017 to December 2023. The findings of the study will be captured in a report after all field work is completed.
Description:
The MOI requested our client in Iraq support to increase the capacity & sustainability of the MOI Explosive Ordnance Disposal / Improvised Explosive Device Disposal (EOD / IEDD) teams. The national mine action entities have historically dealt with landmines & Unexploded Ordnance (UXO),’ however ISIL left a broad range of IEDs & other ERW. The clearance of these items has been ongoing through area clearance however the MOI EOD / IEDD teams are increasingly involved in safe disposal of IEDs, UXO & ERWs in the areas retaken from ISIL. This clearance will enable the IDPs to safely return to the area of origin, resume normal lives & support the rehabilitation of infrastructure. The training encompasses both EOD, IEDD & also the enabling activities which lead to the EOD & IEDD teams being tasked & evidence being safely collected. These supporting courses cover Explosive Hazard First Responder, GPS & post blast investigation, The training will be conducted by the MOI Trainers with oversight & mentoring from our clients National Train the Trainer (T3) staff. Their T3 staff are supported by the international technical staff.
The scope of work for the evaluation survey includes, but is not limited to, the following tasks, with the support from the MOI training school & the Technical Support Team Lead:
Tracing graduate personnel through the MOI chain of command to current positions / duties.
Analysis of the current positions, duties & percentage of personnel lost to the system & not fulfilling roles they were trained for.
Engagement with course graduates for relevance, suitability & safety of course provided. Questionnaires & interview.
Validation of course through accident rates for graduates.
Engagement with Train the Trainers (T3) graduates for utilised knowledge. Status of the personnel trained by the T3 Instructors away from centralised training. Questionnaires & interview.
Primarily concerned with the EOD / IEDD technical courses, although evidence of the measurable outcomes from all courses would be beneficial.
Expected output:
Acceptance of questionnaires developed, coordination meeting with the Technical Support Team Lead (TS TL) with MOI training school management to confirm the implementation of the project, agree on the level of support needed. Following the coordination meetings, develop questionnaires & interview questions, submit to the TS TL for review and acceptance by MOI.
Verified list of target group, sample of past students selected to participate in the study, with the assistance of the TS TL, agree on the targets, sample size per target & engage MOI for access to training attendance sheets. Obtain, through MOI the contact details of students selected for the study & arrange interviews.
Conduct interviews with selected students & distribute questionnaires to target groups, locations for interviews to be coordinated through the TS TL with the MOI training management. Transport & logistics to be coordinated with the Support Services Team Leader & security.
Acceptance of final evaluation survey report, submit draft report to the TS TL for review by our clients management. Final draft will be printed by our client & presented to MOI training management.
Project reporting:
Weekly reporting on the activities & progress to the Head of Projects unit.
Key competencies:
Master degree or equivalent, with 5 years of relevant experience or bachelor or equivalent with 7 years of relevant experience is required.
Relevant experience is defined as experience in EOD / IEDD techniques & methodologies, technical training oversight, organisational & project management or relevant fields.
Demonstrated experience with the development of research & analysis strategies adapted to regional contexts.
Demonstrated adherence to the highest ethical standards, including the core UN values of integrity, professionalism & respect for diversity.
Sensitivity to diversity, good analytical, negotiating, advocacy & report writing skills.
Fluency in oral & written communication in English, which will be the primary language of communication with the donor.
Ability to work not only in development contexts, but also in the complex environments of humanitarian settings in a volatile security environment, preferably with 2 years of previous experience in Iraq or in similar contexts.
Fluency in English is essential.
Prior & relevant work experience in the Middle East is a must.
