1. About ABA ROLI

The American Bar Association Rule of Law Initiative (ABA ROLI) is dedicated to promoting legal reform efforts in more than 100 countries around the world. For 30 years, ABA ROLI has sought to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizen rights. In collaboration with government agencies, the judiciary, lawyers, bar associations, legislatures, and civil society, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges. The ABA ROLI is implementing a project in Sudan focusing on capacity support for lawyers, community leaders and civil society from diverse communities in promoting and protecting freedom of religion and belief. ABA ROLI works in partnership with several Sudanese and international organizations on this program.

2. The Training of Trainers

ABA ROLI is organizing a 3-day training of trainer’s (TOT) workshop for 20 facilitators including activists, local community leaders and civil society actors who will be selected to participate in the TOT of awareness raising on Freedom of Religion and Belief (FORB) and concepts of citizenship. The TOT is conducted to prepare the 20 facilitators comprising Sudanese NGOs, local leaders, and independent activists to conduct a series of awareness raising and education sessions for Sudanese communities in Sudan and the diaspora. The training of trainers will cover the legal framework and in concepts of citizenship, the facilitators will be exposed to principles, concepts and terminology in freedom of religion and belief. The facilitators will be equipped with materials and tools for effective facilitation of dialogues and sensitization sessions. A reference guide on community engagement will be developed in the TOT. The trained facilitators will increase their engagement in advocacy for religious freedoms and rights and will increase their tolerance for religious diversity in supported communities as well.

3. Scope of work

The project seeks to engage a FORB training expert to facilitate the training of trainers on Awareness Raising on FORB and Concepts of Citizenship for NGOs, local leaders, and

independent activists. The selected expert will design and administer a training for 20 facilitators from NGOs, local leaders, and independent activists in Sudan.

The trainer will facilitate training of trainers and discussion sessions, discuss best practices, map commonly made mistakes, engage trainees in practical demonstrations, conduct group exercises and use of practical examples for facilitators’ optimal engagement. The trainings and discussions will be participatory in nature, incorporating practical application of skills that are directly relevant to Awareness Raising on FORB and Concepts of Citizenship. It will be designed to suit a mixed audience including young and older participants, as well as more knowledgeable and less experienced participants. The expert will be expected to research and incorporate comparative analysis through examples from other systems in the sessions but will be expected to focus mostly on context specific examples.

The specific deliverables include the following: –

a. In consultation with ABA ROLI and its national partners, development of a concept note for the training of trainers on Awareness Raising on FORB and Concepts of Citizenship.

b. Prepare a draft resource manual including reference and guidance materials for the training of trainers on Awareness Raising on FORB and Concepts of Citizenship.

c. Develop curriculum and course content for knowledge and skills training on Awareness Raising on FORB and Concepts of Citizenship.

d. Conduct a training of trainers for 20 facilitators to prepare them to facilitate trainings for NGOs, local leaders, and independent activists in Sudan.

e. Lead a participatory session to update the draft resource manual and materials with the trainers.

f. Prepare training of trainer’s report following the training.

4. Required experience and qualifications.

• Advanced university degree in law, human rights law, political science, international law, or other disciplines related to human rights;

• At least 10 years of professional experience in human rights, including FoRB, and relevant international human rights law;

• Experience working in different cultural contexts and in conflict-affected areas and experience working in a multicultural environment.

• Proven experience in developing and applying interactive training techniques and conducting capacity building activities for various audiences;

• Proven experience working with religious or belief communities and civil society;
