Org. Setting and Reporting
This position is located in the Transport Section of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) with duty station Goma. The Transport Assistant will report to the Chief Transport Officer.
Responsibilities
Within delegated authority, the Transport Assistant will carry out the following duties:
1. Transport Technical duties
• Responsible for the maintenance and repair of the mission’s UNOE Fleet
• Provide technical support to the team of mechanics including diagnostics of vehicle faults.
• Supervises the Transport Workshops in accordance with the UN regulations and rules and applicable transport standard operating procedures.
• Identify correct spare parts to facilitate service/maintenance and repairs of vehicles in the the field office. Monitors spare parts usage reports, service orders etc.
• Provide training activities to enhance the capacity of and national staff members and familiarize staff on use of Electronic Spare Parts Catalogues.
• Prepare vehicle write-off documentation and ensure cases are processed in accordance with the established procedures and deadlines.
• Develops reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities
2. Transport Dispatch duties:
•Identify transportation requirements to service all civilian International/National staff and uniformed personnel requiring dispatch services
and to prepare a cost-effective shuttle support plan.
•Analyses transportation requests and supervises route planning and reconnaissance.
• Ensure Dispatch has adequate staffing and vehicles to meet operational requirements.
•Establishes service timetables and and issue weekly driver rosters for the approved hours of the
dispatch service. Use electronic data media to prepare and disseminate information regarding Transport Dispatch services and facilities to the end-user groups.
•Prepares and disseminates information regarding transport services and transport facilities available to customers.
•Ensures maximum utilization and effective use of vehicle and driver resources
• Provide and ensure appropriate ground transportation to all eligible Mission personnel and organize road convoys to and from various locations within the DRC, Rwanda, and Uganda as required.
• Provide and ensures vehicular support for ad-hoc or special tasks such as VIP visits, official delegations, Uniformed personnel TCC/PCC Visits, Contingent troops rotations, mission ad-hoc operational requirements as approved by the DMS
•Provides transportation briefings to incoming personnel at the check-in.
•Ensures that the mechanical conditions of all vehicles and daily maintenance of the shuttle buses are performed.
• Organize and supervise a robust heavy transport unit (white fleet) that supports the movement of cargo, trucks/semi-trailers on road convoys, and motorized heavy equipment such as cranes, fork-lift, recovery vehicles, and low beds/flatbeds transporters, thereby drastically reducing the use of 3PL to make it cost-effective to the organization.
• Analyze vehicular support requests on cost recovery as determined by the Director of the Mission Support and provide the complete cost analysis to the Mission Support Center and Mission Chief of Staff as appropriate to obtain agreement from the requesting entities. Process the cost recovery in UMOJA upon completion of the requested services.
Ensure and monitor the use of the e-dispatch booking system for analysis and statistics to measure the workload and to produce accurate daily/weekly/monthly/yearly reports for results-based budgeting purposes (RBB).
•Monitors the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service.
• Follow-up on staff attendance and performance to address areas that require improvement.
3. Fleet Vehicle Inventory duties:
•Monitors distribution of non-expendable transport assets.
•Ensures that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines.
•Ensures that records are maintained for non-expendable transport assets, at the field office and liaise with Mission HQ for update in the database.
•Implements the Vehicle Replacement Policy.
•Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines.
•Provides technical expertise on Contingent Own Equipment (COE) and safety inspections.
•Provides inputs for statistical report on transport fleet utilization and composition.
•Ensures the constant availability of vehicles for temporary assignment in support of one off and emergency tasks as directed by the Chief of Unit, Logistics.
•Ensures that transportation equipment is returned in good working order on check-out by the outgoing personnel.
•Ensures that and Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed in accordance with the established procedures and guidelines.
4. Transport Driver Testing / Road Safety duties:
• Ensure that the Driving Permit database is systematically updated and maintained to monitor the violations of the mission personnel in possession of UN driving permits.
• Ensure that MONUSCO personnel scheduled for the mission Driving Permit meet all the criteria as set out in the related administrative instructions.
• Introduce in-country road safety concerns and ensure each driving permit applicant is familiar with the vehicle’s technical features, off-road 4×4 drive operation, wrench recovery, etc., for the vehicle he/she is being assessed on.
•Conducts driving test assessments for all category of vehicles ‘B’ ‘C’ ‘D’ and ‘E” as well as Material Handling Equipment for the mission staff members.
• Prepare and issue appropriate and unique encoded driver’s permit with Car log access for those who are qualified.
•Participates in the development and implementation of the Transport Unit’s/Section’s Standard Operating Procedures.
•Participates in the training activities to enhance the capacity of international and national staff members.
• Supervise and ensure that all personnel are familiar with the UN-established Transport rules /regulations governing the use of UN vehicles, local traffic, reporting accidents, refueling vehicles, use of Car log, periodic maintenance schedule, etc.
•Conducts introduction training to newly arrived mission staff members.
•Conducts continuous monitoring and Implementation of sanctions according to existing policies to violations related to Transport Section.
• Ensure proper planning and organize the periodic Mission-wide Road Safety Campaign, including the SG’s annual road safety week, to enforce road safety in the mission and implement corrective measures to address situations of improper use of vehicles and traffic violations.
• Ensure active participation as ex-officio at the Road Safety Committee.
•Performs other related duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A valid National Driving License with “B” “C” “D” and “E” category is required. Must attach copy of the National Driving license in the attachment section.
Drivers Testing Officer Certification (DTOC) is required. Please attach copy of the Drivers Testing Officer Certification (DTOC) in the attachment section.
Work Experience
A minimum of eight (8) years of progressive responsible experience in motor vehicle transport operations covering Transport Dispatch/ Drivers Testing operations at the United Nations or a similar International Organization is required.
Working knowledge of Enterprise Resource Planning (ERP) systems, such as Umoja, supporting Fleet Operations activities, Field Support Services access, intranet Services, and Car Log, is required.
Experience in international operations in a post conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.
