Tripartite Commission Program Assistant

Job Title: Tripartite Commission Program Assistant

Level: B2

Duty Station: Iraq – Baghdad Office (with travel to other parts of Iraq).

Reports to: Tripartite Commission Manager     

Duration of Contract: 12 Month fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:

The Tripartite Commission Program Assistant based in Baghdad is under the supervision of the Tripartite Commission Manager working in close collaboration with all members of the Tripartite Commission team in Baghdad, as well as with members of other departments. The main purpose of the position is to assist in the implementation and supervision of Tripartite Commission activities related to the use of modern technologies in the search for Missing people in Iraq with a view to reaching the objectives (including spending of budget) set within the delegation’s PfR (Planning For Results) and the outcomes of the TSC (Technical Sub Committee) meetings.

 

Key Responsibilities: 

Under the guidance and supervision of the Tripartite Commission Manager and in close collaboration with the Tripartite Commission Forensic Specialist:

• Performs administrative tasks related to the implementation of the Tripartite Commission activities, particularly related to the organization of field trips, consultancies, training sessions, roundtables, monitoring, reporting, budget preparation and follow up and logistics, including participation in relevant meetings when required.
• Serves as focal point for administrative aspects for the use of modern technologies in the search for missing persons in Iraq (together with the Tripartite Commission Forensic Specialist and the external consultants) and for other projects as determined by the Tripartite Commission Manager.
• Dissemination and training activities:
  • Contributes to preparing, developing, and conducting trainings, workshops, and sensitization sessions to the relevant interlocuters.
  • Supports the Tripartite Commission Forensic Specialist discussions on Forensic methodologies and the use of modern technologies in the search for Missing persons in Iraq.
  • Contributes to the proper dissemination towards the ICRC IQ Delegation staff about the Tripartite Commission file, main objectives, ongoing activities, etc.
  • Brief ICRC staff on Tripartite Commission file programs as required.
• Representations, interactions, networking and follow up:
  • Represents the ICRC towards relevant interlocutors when instructed and maintains a good contact, updates contacts list, and supports continuous mapping of actors, actors of influence, amongst others.
• Reporting activities:
  • Provide written and verbal reports on meetings or other activities.
  • Prepare mission reports as required for ICRC action and planning (mainly minutes of meeting and assessment reports).
  • Contribute to institutional planning and reports.
  • Consolidate internal data and support on institutional memory.

• Provides interpretation during meetings with interlocutors and conducts written translations ensuring the proper use of ICRC, Tripartite Commission, and forensic vocabulary.
• Fosters a conducive operational environment (multidisciplinary approach, good team dynamics) among team members.

 

Education and Professional Experience required:

• University degree (bachelor’s or equivalent) in medical sciences, forensic sciences, criminalistics, or related fields is required. A higher degree (master’s or doctorate) is an advantage but not mandatory. Relevant certifications or specialized training in forensic medicine, pathology, or medicolegal investigations may also be considered.
• Experience in medicolegal practice and casework is an asset but not mandatory. Both junior candidates with relevant academic or internship experience and senior professionals with hands-on expertise are encouraged to apply.
• Previous experience with the ICRC or an international humanitarian agency is an asset but not required. Relevant experience in national forensic institutions, public health, or law enforcement is also valued.
• Experience in supporting project management and training activities.
• Strong sense of responsibility and adaptability, able to work overtime when needed.
• Flexibility and ability to work independently and with a sense of initiative.
• Ability to cope with difficult situations (field, mortuaries, incident scenes, etc.).
• Analytical, planning, communication and organizing skills.
• Capacity to adapt messages to diverse audiences.
• Excellent level in English and Arabic language.
• Able to travel and stay overnights working for the ICRC in the field (outside Baghdad) and abroad (Kuwait, Jordan, KSA).
• Understanding of cultural diversity, gender equality and equal opportunities.
