UCPM Expert for multi-year resilience project in Ukraine

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters. MSB has actively supported Ukrainian and multilateral partners with expertise, capacity development and materials already before Russia’s full-scale invasion of the country. MSB is now planning for a multi-year capacity development partnership in line with Swedish priorities aiming to increase Ukraine’s resilience and capability to reduce and manage consequences of emergencies and war.

MSB is looking for an UCPM Expert for one of the project components focusing on developing a long- term partnership with the State Emergency Service of Ukraine (SESU), acting as the main civil protection agency in Ukraine. One initially identified area for collaboration with SESU lie within support to developing both organizational aspects and operational capabilities within the framework of an integration into the UCPM. Ukraine became a participating state within the UCPM in April 2023 and is now working towards becoming a full member as a part of the EU accession process. Since the start of the war, SESU has communicated with the UCPM regarding requesting and receiving international support. Through the MSB led programme PPRD East 3 and other initiatives SESU has strengthened the organisational knowledge on UCPM through trainings.

Vi har stor erfarenhet av att arbeta tillsammans och stärka andra organisationer som t.ex. andra civilskyddsmyndigheter vid kriser, konflikter eller andra katastrofer. MSB har aktivt stöttat ukrainska och andra parter med expertis, kapacitetsutveckling och material redan före Rysslands fullskaliga invasion av landet. MSB planerar nu för ett flerårigt samarbete för kapacitetsutveckling i linje med svenska prioriteringar som syftar till att öka Ukrainas motståndskraft och förmåga att minska och hantera konsekvenserna av kriser och krig.

MSB söker nu en UCPM-expert till en del av projektet med fokus på att utveckla ett långsiktigt partnerskap med Ukrainas räddningstjänst (SESU), som hanterar merparten av räddningstjänsten i Ukraina. Ett initialt identifierat område för samverkan med SESU ligger inom stöd för att utveckla såväl organisatoriska aspekter som operativa förmågor inom ramen för en integration i UCPM. Ukraina blev en deltagande stat inom UCPM i april 2023 och arbetar nu för att bli en fullvärdig medlem som en del av EU-anslutningsprocessen. Sedan krigets början har SESU kommunicerat med UCPM angående att begära och ta emot internationellt stöd. Genom det MSB-ledda programmet PPRD East 3 och andra initiativ har SESU stärkt den organisatoriska kunskapen om UCPM genom utbildning och övning.

Duties

The UCMP Expert plays a key role for the strengthening of SESU capacities focusing on processual, organisational and operational aspects of utilizing and working within UCPM. Expected work assignments are:

– Facilitate orientation of UCPM tools and processes and sharing of Swedish experience of utilizing them
– Contribute to an analysis of SESU’s current and desired capabilities in relation to UCPM.
– Support the development of different capacities needed to make use of UCPM tools, through activities such as training, mentorship, exchanges
– Plan and design learning and exchange activities
– Support Ukraine’s participation within the UCPM framework
– Contribute to the development of the project’s activity plan and results framework
– Coordinate with partner organisation and MSB project’s staff
– Consolidate documentation and reporting from project activities
– Contribute to identifying and communicating relevant learnings from the Ukraine experience back to MSB.
– Other work assignments might be discussed as/if required.

Qualifications

Experience

– At least 5 years relevant professional experience, in the field of Disaster Risk Management and Crisis Response or similar fields, of which a minimum of 3 years are relevant operational experience at strategic level with responsibility of project implementation and results fulfilment, including planning and coordination
– Good understanding of the EU and the UCPM
– Demonstrated experience of working with UCPM tools and processes
– Experience of planning and facilitating learning activities
Merits:
– Experience of implementation/coordination of capacity development programmes or similar
– Understanding of integrating of cross-cutting issues, such as gender equality, human rights and environmental perspectives into programme implementation
– Good understanding of the Swedish experience of UCPM membership
– Working experience in Ukraine or the nearby region

Education

– University degree in social science, civil protection, disaster risk management or another relevant field. A combination of other academic merits with several years of relevant professional experience could be seen as equivalent.
– Specific courses and trainings in UCPM, organisational development and change management studies are an asset.

Driving license class B is mandatory.

Languages

– Proficiency written and spoken English is a mandatory requirement.
– Ukrainian and/or Russian is desirable

Contractual conditions

This is a fixed-term position during the projects first six months inception phase with an estimated working period of 30-35 days (can be adjusted slightly upwards). The work will be conducted from Sweden (remotely from an agreed workplace provided by the employee) and on site in Kyiv, Ukraine.
