Office/Unit/Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

BPPS’s Hubs on Nature, Climate, Energy, and Chemicals and Waste, with the support of the Vertical Fund Programme Support Oversight and Compliance Unit, work with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste. This multi-billion-dollar portfolio encompasses:

• Biodiversity and Ecosystem Services including forests.
• Sustainable Land Management and Desertification including food and commodity systems.
• Water and Ocean Governance including SIDS.
• Climate Change Mitigation and Adaptation.
• Sustainable Energy.
• Extractive Industries.
• Chemicals and Waste Management.
• Environmental Governance and Green/Circular Economy and SCP approaches.

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

In addition to UNDP’s bilateral partnerships in Nature, Climate, Energy and Chemicals & Waste, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), the Adaptation Fund (AF) and the Global Environment Facility (GEF). As part of UNDP’s partnership with these vertical funds (VFs), UNDP’s Vertical Fund Programme Support Oversight and Compliance Unit supports UNDP’s Nature, Climate, Energy and Waste related Hubs and provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.

Sound chemical and waste management could eliminate the hazardous chemicals and waste from the key value chains and facilitate the transition to sustainable production and consumption patterns towards circularity. Chemicals and Waste Hub has specialized technical and policy advisory teams in New York, Istanbul, Bangkok, Addis, Amman, and Panama to support clients’ countries through UNDP Regional Hubs and Country Offices to put in place the right mix of regulatory and financial incentives, remove institutional and policy barriers, and create enabling environments that attract and drive public and private sector investment into sustainable development. In doing this, the Chemicals and Waste Hub assists partner countries to access, combine, and sequence resources from a range of funds, financial instruments, and mechanisms, including GEF and MLF.

The Global and Regional Portfolio Analyst will be home-based covering relevant global and regional activities of the Hub. Under the overall direction of the Chemicals and Waste Hub Director, and day-to-day supervision of Chemicals and Waste Hub’s Global and Regional Technical Advisors, the Global and Regional Portfolio Support provides high quality administrative and operational support services ensuring accuracy and consistency of work and working in close collaboration with teams at Regional Hubs, Country Offices and HQ.

Scope of work 

Provision of advisory support to the COs on project setup and implementation 

• Ensure effective communication to COs on the processes relating to Delegation of Authority (DOA); ensure COs receive a DOA Letter and the approved final UNDP Project Document and any other associated/necessary documents and requested clearance (including financial and technical clearance) in a timely manner following project approval.
• Ensures Annual Work Plans are submitted for Regional Technical Advisor’s (RTA) approval
• Assist the Regional Technical Advisors in reviewing projects’ annual and multi-year work plans in a timely manner, ensuring compliance with donor requirements in terms of budgeting and identify irregularities.
• Assist COs in completing budget revision processes in time for relevant projects. Support the recruitment of project technical experts and coordination of their missions as needed, confirming budget availability and allocations and monitoring contracts and submission of signed Certification of Payments for completed deliverables.
• Ensure all project information in database (PIMS+) are correct and up to date at all times, monitor project delivery and submission of progress reports and budget revisions and alert RTAs of any projects with concerns.
• Maintain close contact with COs on projects in varying stages of the project cycle, tracking project development and/or implementation progress against established timeframes for project maturation and/or the attainment of implementation milestones as indicated in project annual work plans, recommending courses of action as appropriate and bringing to the RTAs’ attention all technical issues that require attention/resolution.

Provision of technical support for project implementation

• Under the supervision of the Regional Technical Advisor(s), undertake follow-up and provide technical guidance to assigned projects. This includes follow-up of project AWPs, technical advice on activity design and implementation, donor reporting, and project administration.

Support for projects under development (pipeline) 

• Coordinate document processing related to project development as relevant to all stages of the project cycle, checking for accuracy and consistency of information against established formats, updating the project database (PIMS+), tracking required information for project completion, processing documentation for submission including final quality check regarding accuracy and compliance with formats and guidelines and following up on correspondence with project partners.

Ensure communication and visibility

• Support documentation and the development of relevant communication products to enhance visibility of portfolio(s) to be supported. This includes follow-up with COs and projects for prioritization of communication activities, and the development of relevant communication products for dissemination on national, regional, and global platforms.

Facilitate learning, and knowledge management 

• Learn from and contribute to corporate knowledge tools including GEF programming manual as well as policies and procedures of UNDP and MLF; participate in training programmes and workshops as required.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

• The Global and Regional Portfolio Analyst shall work under the direct supervision of the Regional Policy and Technical Specialist for Africa, and under the overall guidance of the Director for the Chemicals and Waste Hub.
• The Analyst will be responsible for providing her/his own working station (i.e. laptop, internet, phone, Scanner/printer, assignment specific software, etc. and must have access to a reliable internet connection.
• The Analyst will be given access to relevant information necessary for execution of the tasks under this assignment.

Minimum Qualifications of the Successful IPSA

Min. Academic Education

• Advanced university degree (master’s degree or equivalent) in Business, Economics, Social Sciences or International Affairs, or other closely related field is required. OR
• A first-level university degree (bachelor’s degree) in the above-mentioned fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant Work experience  

• Minimum two (2) years (with Master´s degree) or four (4) years (with a Bachelor´s degree) of professional experience in programme support in the Chemicals and Waste area.

Required skills           

• At least Two (2) years of experience working with one of the UN agencies, funds and programmes, specifically country offices on project operations (project operational policies and financial management system) are required.
• Full competency in the use of computers and office software packages (Word, Excel, PowerPoint etc.) is required.

Desired additional skills     

• Familiarity with reporting tools for the Multilateral fund (MLF) and Global environment facility (GEF) is as asset.
• Knowledge and experience in cross-cutting environmental conventions and funding mechanisms such as Montreal Protocol, Stockholm Convention, Minamata Convention etc is desired.
• Experience supporting the setup of projects funded by the Global Environment Facility and the Multilateral Fund is desired.
• Demonstrable experience supporting the implementation of projects funded by the Global Environment Facility and the Multilateral Fund in the Africa region is an asset.
• Specific portfolio support in Chemicals and Waste area, in the UN system is an added advantage
