Mission and objectives

The UN Resident Coordinator is the representative of the UN Secretary-General in Tanzania and is responsible for coordinating the work of the UN Tanzania Country Team (UNCT) which consists of 23 UN Agencies.

Context

The UN sub-office in Zanzibar is the designated office of the Resident Coordinator in Tanzania in support of development operations in Zanzibar and is expected to facilitate the UN system country-level operational activities towards a more integrated working model that can better support SDG achievement, with greater accountability and impartiality. Zanzibar’s development challenges, akin to SIDS, are related to but distinct from the mainland; and development and policy coordination between the two remains ongoing issue.
To this effect the sub-office will be contributing towards increasing UN coherence, effectiveness, accountability, relevance, and impact in Zanzibar in three specific areas a) Coordination and Coherence among UN agencies and development partners, government, CSO and private sector in Zanzibar; b) Coordination of programmatic interventions in Zanzibar; and c) Operational coordination of UN support in Zanzibar. UN support is articulated in the UNSDCF (2022-2027) which outlines a coherent plan of action and enables a coordinated UN response to contribute more efficiently and effectively to the 2030 Agenda for Sustainable Development, the 2021-2026 Zanzibar Development Plan (ZADEP), and to meet the objectives of Zanzibar Development Vision 2050 (ZDV 2050). The UNSDCF sup- ports this national vision through four strategic priority areas (outcomes) that are inter-related and mutually reinforcing. To achieve these outcomes, the UN uses functional outputs to further establish multisectoral linkages within and across outcomes.
The Resident Coordinator’s sub office in Zanzibar will support government counterparts and engage the UN system in implementation of the UNSDCF (2022- 2027) particularly through the development of Joint programs in the areas of UN comparative advantage. In support of the efforts of the sub-office, there will be a need for a coordination associate to ensure the smooth functioning and full sup- port of the sub-office. The NUNV specialist will report directly to the UN Area Co- Ordinator and will respond to the needs of the Zanzibar liaison officers group. In addition, He/she will closely collaborate with UNCG, communication focal point for Zanzibar.

Task description

Under the direct supervision of UN Area Coordinator (UNAC) and in collaboration with member of ZLO, the NUNV Coordination Associate will undertake the following tasks:
1.Provide advice and insight to the lead agencies in the Zanzibar JP in their coordination of respective theme and provide the overall coordination to the JP including synergies between themes.
2.Consolidate input from 23 UN agencies that support Zanzibar and prepare reports for the Chairs of the joint IMTC-UNCT meetings on overall UN support to Zanzibar to reflect implementation challenges and opportunities and joint results achieved in Zanzibar.
3.Facilitate HQ and regional levels missions to Zanzibar on behalf of the UN system in Tanzania.
4.Using media and existing publications provide brief highlights of the changing political context in Zanzibar.
5.Facilitate meetings with key government stakeholders from central government including President’s office finance and planning, Zanzibar planning commission, Office of the chief statistician (OCGS) and Department of Foreign affairs and East African corporation and take minutes of the meetings.
6.Using UNSDCF annual report and UNINFO analysis, synthesize UN annual achievements and financing in Zanzibar including input from the UN area program.
7.Support the development of thematic fact sheets with information of basic data for each sector, and periodically update this information. Jointly with the UNCG focal point provide information that will feed into the SDG status analysis for Zanzibar.
8.Undertake a stakeholder analysis to compile all implementing partners of the UN system, media houses, private sector, and youth serving groups in Zanzibar.
9.Support the UN in Zanzibar and liaise with UNDSS to provide staff security and safety especially pre and post elections.
10.Activate the UN Area Security plan by ensuring wardens and respective personnel is informed of staff whereabouts in the event of an emergency.
11.Perform any other duties as required by the UNAC.
Furthermore, UN Volunteers are required to:
•Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD).
•Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
•Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
•Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases etc.
•Assist with the UNV Buddy Program for newly arrived UN Volunteers.
•Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
