Duties and Responsibilities
The United Nations Human Settlements Programme (“UN-Habitat”), originally established as the United Nations Centre for Human Settlements (Habitat) by resolution of the General Assembly of the United Nations 32/162 of 19 December 1977, and thereafter transformed into a subsidiary organ of the General Assembly of the United Nations by its resolution 56/206 of 21 December 2001, with Headquarters in Nairobi, Kenya, through its Regional office for Africa (ROAF). It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The adverse changes in weather conditions have triggered a new wave of displacement of large section of people throughout Somalia. An estimated 3 million people in Somalia are internally displaced, which therefore means that approximately two thirds of every Somali are Internal Displaced Person’s (IDPs). Most of these IDPs move from the rural hinterland to Somalia’s cities and urban centres transforming Somalia’s urban landscape and shaping a unique form of urbanization. The combination of internal displacement and refugee returns is accelerating the urbanization trends in Somalia from rural to a predominantly urbanized country. IDPs and vulnerable returnees tend to populate existing, congested settlements or establish temporary sites in urban and peri-urban areas seeking safety and assistance. The growing number of internally displaced people seeking a secure livelihood, safe and potable water, tenure security and housing, and social services in cities posing enormous challenges in creating urban livelihood opportunities, providing safety, access to basic services, justice and securing housing, land, and property rights. Moreover, the larger case load of displacement so far has been absorbed by only a few major centres, such as Mogadishu and Burco, benefitting from employment opportunities, availability of aid and improved security, placing enormous strain on the national and local governments capacity to effectively provide for this population. The continuation of these trends’ risks worsening the dynamics of conflicts and pressure over resources. The current context, to manage rapid urbanization and harness the expected benefits, planning and intervening within a city-region integrated spatial socio-economic development framework is critical in supporting durable solutions to displacement. Moreover, such an approach further ensures more balanced patterns of urbanization and triggers regional economic development and improved security and access. Recent studies as the 2020 UN Common Country Assessment and the 2022 Climate Risk Profile Somalia have shown that recurrent climatic shocks, armed conflict, and the lack of economic opportunities are key drivers of continued displacement. Displacement in these cities has resulted in social exclusion, spatial and economic marginalization, and discrimination, and has often caused tensions with the host community and aggravated the risk conflict in an already fragile situation where gains in peacebuilding, stabilization, and recovery are at risk. Against this background, the project develops a training package intended to strengthen the capacities of the three cities to curb impacts associated with exponential urbanization and proper management. The trainings will ensure that women are involved from all the relevant ministries and to be actively engaged in participation. While addressing the challenges of displacements, the training will equip the local authorities with skills sets on long term planning and development approaches that would allow them to understand the absorption capacities, approaches for climate change in local governance, HLP, policies and laws pertinent to DACs, budgeting in climate change and Urban Regulatory Framework mixed with urban planning and climate resilience. 2. OVERALL OBJECTIVE The objective of this assignment is to develop a standardized training package for the local government toward building resilience to climate change and promote social inclusion of vulnerable communities. i. Develop a standardized training package for local governments- Develop training manuals tailored to enhance the capacity of local government on climate change, HLP and HPL policies and laws pertinent to DACs, budgeting in climate change and Urban Regulatory Framework mixed with urban planning and climate resilience. ii. Training a cadre of local government staff as ToT on the developed training manuals and provide guidance on integrating climate adaptation strategies and inclusive policies. iii. Develop monitoring and evaluation tools aim to assess the effectiveness of the training and track training improvements in local governance responses. SCOPE OF THE ASSIGNMENT The consultant will work under the direct supervision of the Human Settlement Officer (Project Manager), with overall guidance from the Heads of Programmes, and in close coordination with field teams. He/she will perform the following tasks:: • Conduct a desk review of trainings materials on climate and displacement drivers globally, regionally, and particularly in Somalia; to identify knowledge and gaps in these sectors. • Develop four training manuals tailored to the needs of local government authorities to address climate related shocks including climate change in local governance, HLP, policies and laws pertinent to DACs, budgeting for climate change and Urban Regulatory Framework mixed with urban planning and climate resilience; • Align the training package with relevant national and international policies, frameworks and best practices; • Upon development of training manuals, prepare the training contents including presentations, case studies, exercises and training user guide. • Develop participatory and interactive leaning methodologies to enhance training delivery; • Develop training pre-test and post-test forms fit for each training subject to assess the effectiveness of the training programme; • Carry a pilot training session and refining materials based on feedback from the government stakeholders.
Qualifications/special skills
Advanced university degree (Master’s or equivalent) in Urban Planning, Climate Change and Environment, Public Policy, Development Studies, Urban Management, or a closely related field is required. A Bachelor’s degree in the same fields with additional years of relevant experience may be accepted in lieu of the advanced degree. Minimum 5 years in urban planning or climate change adaptation or resilience building is required Prior experience working in post-conflict environments or areas affected by displacement is an asset. Experience in designing and delivering training packages and manuals is required.
