Duties and Responsibilities

Background The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. UN-Habitat, in partnership with FAO, IOM and UNJHRO, is implementing a Peacebuilding Fund supported project addressing land conflicts and social cohesion in the DRC. The project targets conflict-affected areas including Kwamouth and Maluku, focusing on land governance, conflict prevention and socio-economic recovery. For understanding of the local security context and the dynamic of the conflict and adjust accordingly the project, a comprehensive baseline study is required to establish measurable indicators and inform results-based management. The baseline study is intended to assess the local context of socio-land and economic tensions of the targeted localities, the coherence of the planned activities/interventions, the target beneficiaries, the governance framework of the project, the proposed approach during this period. The main thematic areas to be assessed include local perception of land governance, social cohesion, conflict management, community security, access to justice, partner-led measures to mitigate violence and strengthen social cohesion, socio-economic opportunities to support community recovery. Are also included, cross-cutting themes related in particular to inclusion, resilience, gender equality, youth engagement, environmental sustainability], in line with the cross-cutting priorities of the United Nations. Duties and Responsibilities Under the overall supervision of the Sub-region Head, The Programme Coordinator and Project Team Leader, the consultant will be responsible for providing substantive input in the socio economic and security analysis as recommendations as well as contributing to the update of the project logical framework. He/she will carry out the following duties and responsibilities: – Design and implement the baseline methodology. – Conduct conflict analysis and stakeholder mapping. – Assess social cohesion and security perceptions. – Collect, analyze and manage data. – Produce analytical reports and recommendations including update project logical framework – Facilitate validation and stakeholder engagement.

Qualifications/special skills

Advanced university degree (Masters” degree or equivalent) in Monitoring, evaluation, policy analysis, social sciences, rural and urban development or related fields is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. More than five years of experience on conducting and managing baseline evaluations/studies and project monitoring and evaluation is required Ability to select relevant data sources and collect data efficiently, analyses and interpret data in social cohesion, land governance, and economic resilience is required Ability to engage with stakeholders (government, business, civil society, UNCT) to seek relevant informations, including the ability to identify and participate in problem solving is required Knowledge of the project”s areas of intervention would be a significant asset

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French is required. Knowledge of another official United Nations language is an advantage.
