Qualifications

  1. Purpose of the Consultancy
    The One UN Impact Fund is a vehicle for pooled donor resources channeled to priority areas where the UN has a comparative advantage and where multi-agency cooperation supports the achievement of more sustainable results. The Fund will facilitate the realization of UN Sustainable Development Cooperation Framework (UNSDCF) 2023-27 outcomes by strengthening the system-wide planning and coordination processes and channeling consistent and predictable funding towards the highest priority needs determined by strong evidence-based analysis. This contract’s main objective is to support the Secretariat of the One UN Impact Fund for Iran based in the UN Resident Coordinator’s Office in I.R. Iran. The ultimate result of service is to support of the UN Resident Coordinator’s Office in liaison with donors, UN entities in the country and the UNDP Multi-Partner Trust Fund which manages the One-UN Impact Fund for Iran.
    2. Background
    The One UN Impact Fund has been designed to deliver better development results and impact for UN programs and projects in the Islamic Republic of Iran. It broadens the donor base and channels donor funding effectively by fostering integrated solutions and collective action by UN entities in the country to respond to national priorities in an agile and cost-effective manner. The Fund supports strategic initiatives in five priority areas laid out in the United Nations Sustainable Cooperation Framework (UNSDCF) agreed between Iran and the United Nations for the period 2023-2027. These priority areas include a) Socio-economic resilience, b) Public health management, c) Environmental protection, integrated natural resources management and addressing climate change, d) Disaster Risk Reduction and Management, and e) Drug Control. An emergency window may be activated to efficiently respond to sudden onset of emergencies including natural disasters.
    The One UN Impact Fund is a vehicle for pooled donor resources channeled to priority areas where the UN has a comparative advantage and where multi-agency cooperation supports the achievement of more sustainable results. The Fund will facilitate the realization of UNSDCF outcomes by strengthening the system-wide planning and coordination processes and channeling consistent and predictable funding towards the highest priority needs determined by strong evidence-based analysis. The Fund will optimize the work and funding of UN agencies, funds, and programmes, reducing redundancy/overlaps, and facilitating integrated solutions. To ensure its operation, facilitate a programmatic cycle and support decision-making processes, the Fund is supported by a Secretariat led by the Partnerships Officer in the UN Resident Coordinator’s Office (RCO Partnerships Officer) and one contractual personnel. The Secretariat is hosted in the UN Resident Coordinator’s Office and provides technical, management, and administrative support to Board of the Fund and is responsible for organizing the Fund’s processes related to programme review, approval, monitoring, evaluation, and reporting. The contractual personnel would be responsible for liaising with donors to solicit funding commitments, in liaising with Participating UN Organisations (PUNOs) to solicit their proposals for grants, update of Fund website, communication with MPTF on transfer of the allotted
    Consultants Terms of Reference Template funds to PUNOs, compilation of PUNO reports for the consolidated Fund report, and other related tasks as assigned by the RCO Partnerships Officer.
    This consultancy, as personnel to the Secretariat of the Fund, is intended to support the Fund’s operational
    functioning as well as liaison with the Fiduciary Administrative Agent (UNDP Multi-Partner Trust Fund).
    3. Planned timelines
    Start date: 01 March 2024
    End date: 30 January 2025
    4. Work to be performed
    The consultant, under direct supervision of WHE Team Lead, WHO I.R Iran, and in collaboration with the
    Partnerships Officer in the UN Resident Coordinator’s Office RCO Partnerships Officer and overall guidance of
    the WHO Representative, will deliver the following:
    1. Coordination of the UN Country Team (UNCT) meetings, and UNCT related events, surveys, and
    scorecards;
    2. Conduct Research and analysis on funding trends and donors and partner priorities in Iran;
    3. Implement and report on the UN Sustainable Development Cooperation Framework (UNSDCF)
    Resource Mobilization and Partnership Strategy for UN Iran;
    4. Development of outreach, advocacy, and communication material for increased resource mobilization
    and partnerships;
    5. Coordinate, communicate, and report on the One UN Fund status;
    6. Facilitate the coordination and implementation of joint programs, including the DG INTPA Joint
    Programme: organization of meetings, drafting of consolidated narrative reports and overall support
    for the monitoring of activities implemented by UN Agencies;
    7. Organize advocacy events, meetings with the international community (OWG), including the
    preparation of talking points, background documents, speeches and minutes of meetings;
    8. Strengthen the UN brand via events, media and public relations opportunities targeted to the diverse
    partners, in close collaboration with the UN Communications Group and UNIC;
    9. Coordinate with UNSDCF Results Groups and UN Iran inter-agency working groups, including PSEA
    Task Force and Gender Theme Group.
    10. Support on the implementation, monitoring, and reporting of the new UN Sustainable Development
    Cooperation Framework for Iran.
    11. Submit a final report on promoting sustainable development in Iran: strengthening partnerships and
    mobilizing resources for positive impact. Deliverable Output I & II & payment

    5. Specific requirements
    – Qualifications required:
    Essential: First University degree in international relations, Marketing, Business Administration, Innovation
    and Entrepreneurship, social sciences, or related area.
    – Experience required:
    Essential:
    Up to 5 years of relevant experience in sustainable development, international relations, marketing, advertisement, and communication is required.
    Desirable:
    • Previous experience in the private sector and specifically in working on Corporate Social Responsibility is desirable.
    • Previous experience in the United Nations Resident Coordinator system is desirable.
    • Experience in organizing and providing support for senior level meetings and missions is desirable.
    • Knowledge of UN and related procedures, principles and terminologies is an advantage.

  2. Skills / Technical skills and knowledge:
    – Language requirements:
    Fluency in English and Farsi is required.

    7. Medical clearance
    The selected Consultant will be expected to provide a medical certificate of fitness for work
    8. Travel
    The Consultant is expected to travel within Tehran to attend in-person meetings as required.
    All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.Additional Information:
