There is increasing evidence that countries can achieve national and international development goals amid worsening inequities – evidenced by having people and communities who are not realizing their rights, while goals are being achieved at the national level.
In recognition of this challenge, UNICEF Offices have been conducting child rights- focused statistical analysis to identify the most vulnerable children, facing multiple deprivations, with greater risks of being exposed to hazardous conditions. This exercise is usually done at the planning phase of the country programme to prioritize the geographic locations with the most vulnerable children. Such areas require cross sectoral/integrated programmatic support.
Tajikistan CO office has been selected as one of the pilot offices to implement an analysis supported by an online mapping tool with integrated/overlayed data is key to the effective roll out and adoption of the new programme management procedures and guidance package. This effort supports the ‘outcome focus’ strategy of the Strategic Plan and Country Programmes.
EQUITY Analysis is a child-rights-focused statistical analysis aiming to measure, document and understand inequities across the geographic locations of the country, to generate information on equity patterns using selected child/human rights indicators and exposure to hazards (risks). It is supported by geo spatial mapping to visualize levels and intensity of vulnerabilities and includes layering of programme performance/contributions and contextual information (from field monitoring at service points and communities) to measure progress/or lack of and explain emerging patterns and behaviours at Outcome/Impact level.
EQUITY Analysis provides an opportunity to unpack how vulnerable and disadvantaged groups experience deprivations and child rights violations, and how factors such as geographic location, gender, disability, context-specific inequities (e.g., caste, religion, race, ethnicity, migration status, nationality, conflict), and social and behavioural drivers, barriers and risks determine or exacerbate these deprivations and violations.
The Data Analyst reports to the Planning and Monitoring Officer and in coordination with Child Rights Monitoring specialist shall prioritize tasks and organizes work independently. He/she is responsible for the following tasks:
Support CO in piloting Equity Analysis throughout its various phases.
Support data collection (administrative, primary and secondary) mechanism from rel-evant sections and further data cleaning, compilation to comply with the Equity analy-sis templates
Support the maintenance of database and data warehouse (ActivityInfo, TCO Team site)
Support the analyses of data, with the intent of informing better programming and/or advocacy work
Support the development of evidence-based advocacy briefs
Support CO in conducting child rights-focused statistical analysis to identify the most vulnerable children, facing multiple deprivations, with greater risks of being exposed to hazardous conditions
Support with the administrative tasks related to Equity analysis exercise
Support CO with the broader introduction and further use of Field Monitoring Module (FMM)
Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
