UN Women: Beijing Plus 30 Coordinator

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The 69th Session of the Commission on the Status of Women will mark the thirtieth anniversary of the Fourth World Conference on Women in Beijing, China, and the adoption of the Beijing Declaration and Platform for Action (1995). Its main focus will be to assess the implementation of the Beijing Declaration and Platform for Action, which remains the most visionary and comprehensive roadmap for advancing gender equality, rights, and the empowerment of women and girls globally.  Against this backdrop, UN Women’s strategy for CSW69/Beijing+30 will prioritize multistakeholder partnerships to create a networked, people-centered multilateral system aligned with the Secretary-General’s vision of Our Common Agenda and the 2024 Summit of the Future, and towards the implementation of the 2030 Agenda.

UN Women, in implementing its triple mandate, will engage with Member States to strengthen Implementation and Accountability of the Beijing Declaration and Platform for Action, as well as the Agenda 2030, in particular SDG5. And, in coordination with the UN System, it would implement the new UN System Gender Equality Acceleration Plan in supporting Member States and women and girls’ constituencies, and other stakeholders. At the same time, the role of women and girls’ constituencies, to push for and drive accountability would be strengthened across civil society, women and girls’ rights organizations, community-based organizations, organizations of people with disabilities, youth, private sector, philanthropy and others.

Under the guidance and direct supervision of the Director for Intergovernmental Support, with a matrixed reporting line to the Deputy Executive Director for Normative Support, UN System Coordination and Programme Results, the Beijing +30 Coordinator will coordinate and advance UN Women’s strategic vision for CSW69/Beijing+30, ensuring demonstrable shifts across formal global normative spaces (CSW69/Beijing+30 Political Declaration) and within countries, and amongst women and girls as rights-holders.  To this end, the incumbent will ensure strategic coordination through policy, programme, communications, and advocacy work.

The duration of the assignment is 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

Key Functions and Accountabilities:

Coordinate the development and execution of the corporate CSW69/Beijing+30 engagement strategy:

  • Coordinate the overall implementation plan for UN Women’s corporate CSW69/Beijing+30 engagement strategy, following principles of collaborative design and co-creation.
  • Maintain regular communication across divisions, sections, offices, teams to advance concrete results in a coordinated / cohesive manner.
  • Facilitate meetings and discussions inside and among the different sections and interrelated coordination structures, and ensure comprehensive and action-oriented outcome notes from the meetings
  • Coordinate regular meeting to the CSW69/Beijing+30 core team on all matters related to progress and plans;
  • Provide substantive knowledge management to the work of the core team.
  • Lead robust monitoring and evaluation of activities to measure progress made against expected results
  • Prepare and present progress reports to UN Women senior leadership, Country and Regional Offices, civil society, donors and other stakeholders as necessary;

Facilitate the development of the project as well as monitor and address risk:

  • Ensure effective information flow, communication and coordination between office and other units/teams across the organization with responsibility for delivering Project Document results to ensure implementation of activities and expenditure of financial resources are on track and in line with Project Document.
  • Liaise with relevant UN Women colleagues to ensure results are achieved and resources are managed;
  • Coordinate the provision of technical and logistical support to ensure timely and aligned decision making
  • Ensure the appropriate delivery of activities and adherence to corporate rules, regulations and procedures;
  • Develop a risk analysis and implement mitigation strategies
  • Ensure report coordination and overall implementation progress to the ASG on a regular basis.

Assume responsibility for coordination of program activities and strive to meet project activity results:

  • Review and recommend project monitoring standards, criteria, and other indicators for measuring and assessing progress/results
  • Assume full responsibility for coordinating effectively and efficiently the implementation of all program activities as well as supervising the project and its staff;
  • Establish and manage mechanisms for exchange of information, experience and lessons learned at the local and national levels;

Maintain and facilitate internal communication across UN Women:

  • Ensure effective internal communication for timely information sharing on Beijing +30 activities, across the organization.
  • Support the Assistant Secretary General and DED for Normative Support, UN System Coordination and Programme Results to communicate progress and milestones in the implementation of the Beijing+30 program to UN Women leadership and personnel.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

  • Substantive knowledge of gender equality and the rights, and empowerment of women and girls, specifically in the context of sustainable development,

Recruitment Qualifications:

Education and Certification:

• Master’s degree or equivalent in international relations, business development studies, gender studies, social sciences, or a related field is required.

• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• A project/programme management certification would be an added advantage.

Experience:

• A minimum of seven years of progressively responsible experience in providing analysis and policy guidance on issues related to sustainable development, macroeconomic policy questions, financing for development, eradication of poverty, food security and nutrition and other related development issues and processes is required.

• Experience working within the UN System and preferably in the area of gender issues is required.

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.

Languages:

• Fluency in English is required.

• Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
