UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Peace and Security is a key area of UN Women’s work, and is encompassed by the four pillars of the women, peace and security (WPS) agenda: (1) participation (2) protection (3) prevention (4) peacebuilding and recovery.
These four pillars are recognized and reinforced by UN Security Council resolution 1325 (2000)?, and strengthened and expanded in ten subsequent Security Council resolutions?.
As part of the Peace, Security, Humanitarian and Resilience (PSHR) Section, UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported over 400 civil society organizations and is present in 26 countries.
The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, designs funding windows and mechanisms, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. The Secretariat’s mandate is also to strengthen stakeholders’ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF, and manages Community of Practice (CoP) for WPHF partners and grantees.
Reporting to the Chief of the PSHR section and with matrixed reporting to the Chief the Humanitarian Section and Director of the Geneva Office, the Head of the WPHF Secretariat is responsible for the leadership, substantive coordination of the Fund and will oversee the strategic implementation, management, development, partnerships, advocacy, communications, capacity building and resource mobilization of Women’s Peace Humanitarian Fund.
Duties and Responsibilities
1. Oversee the WPHF management and provide programme development advisory services related to WPHF
- Lead the technical implementation and conceptualization of the WPHF funding mechanisms; ensure synergies with all UN Country offices and teams managing WPHF funded grants and ensure timely, result-focused and cost-effective implementation;
- Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design;
- Lead on partnership relations with Funding Board members, donors, MPTFO, civil society partners, the private sector and country offices implementing the WPHF;
- Convene and support the Funding Board meetings at executive and working levels;
2. Oversee the monitoring,reporting, evaluation and data management of the WPHF
- Ensure that all programming under the WPHF is monitored, reviewed and evaluated;
- Oversee the proper application of a monitoring system to track progress on program results and indicators;
- Oversee , review and write donor reports;
- Manage the preparation of WPHF annual report.
3. Manage the people and financial resources of the WPHF programme
- Monitor the WPHF budget;
- Manage WPHF staff and consultants and provide guidance to programme staff at all levels;
- Oversee the recruitment processes for WPHF, as necessary.
4. Establish partnerships and support in developing resource mobilization strategies
- Lead on resource mobilization efforts for WPHF; Identify, develop and implement resource mobilization opportunities in support of the WPHF programme;
- Determine programmatic areas of cooperation with UN Entities, based on strategic goals of WPHF’s;
- Establish partnerships, draft agreements and monitor their implementation;
- Ensure close cooperation with other UN Women teams; develop alliances and working partnerships.
5. Lead advocacy, knowledge building and communication efforts
- Represent WPHF in events, meetings and policy dialogues on issues related to Peace & Security and humanitarian action;
- Manage and coordinate advocacy strategies and their implementation;
- Lead the development of knowledge management strategies and methodologies and products on WPHF, oversee the WPHF Learning Hub;
- Identify best practices and lessons learned to guide programme improvement and strategy planning; disseminate globally;
- Oversee strategic and quality communications on WPHF and its mandate.

Required Skills and Experience
Education and certification:
- Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 10 years of progressively responsible experience at the national or international level in the one of these fields: human rights, peacebuilding, women, peace and security, gender and development. Programme and policy analysis, strategic planning and field experience in peacebuilding settings;
- Technical experience in Women Peace Security and Humanitarian area of work;
- Experience in large scale resource mobilization;
- Experience coordinating and liaising with government agencies and/or donors is an asset;
- Experience working in a multi-partner fund or programme is an asset;
- Experience working in the UNWOMEN and UN System is an asset;
- Experience in leading/managing a team.
Language Requirements:
- Fluency in English is required and French is strongly desirable
- Knowledge of another UN official working language is an asset.
