Background:

The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women’s overall mission, strategy and plans of actions.
Under the supervision of the Human Resources Specialist, the HR Associate is responsible for administering and implementing HR strategies and policies in relation to recruitment and selection of affiliate personnel, support to HR operations and relevant data management.
Support the administration and implementation of HR strategies and policies related to affiliate personnel and staff contract modalities, as applicable:
- Advise hiring managers on the best staffing modality and appropriate use of different contract types.
- Review, analyze, and process contracts for affiliate workforce, ensuring compliance with established policies, rules and regulations.
- Conduct comprehensive contract reviews, identify risks, and propose mitigation measures
- Collaborate with stakeholders to facilitate contract issuance and renewals as required.
- Provide guidance and advice to managers and staff on all related contractual matters, including design, review and classification analysis for affiliate job descriptions (JD) and terms of references (TOR).
- Prepare written response to queries concerning HR benefits and entitlements related matters.
- Provide support in the area of recruitment and selection, as needed.
Provide administrative and implementation support of HR strategies, policies, systems, processes and procedures:
- Ensure full compliance of records and reports with UN and UN Women Rules and Regulations, and HR policies and guidelines; ensure effective implementation of internal control framework; ensure proper functioning of HR management system;
- Provide advice and information to the management and workforce on HR strategies, rules and regulations in relation to recruitment and selection, including strategic use of contract modalities, application of entitlements and change management processes;
- Identify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements, as necessary.
Maintain and review HR Data:
- Provide organizational support to HR initiatives, including long- and short-term planning by consolidating data and preparing reports;
- Gather and provide data to support monitoring of contracts, exceptions and exceptions to ensure implementation of HR policies, practices and procedures;
Facilitate knowledge building and knowledge sharing globally on HR initiatives:
- Organize information sessions, as necessary, with personnel and management;
- Provide a synthesis of lessons learnt and best practices;
- Liaise with HR focal points in Regional Offices and Country Offices to disseminate information on HR matters;
- Liaise closely with outsourced service providers/external partners, as necessary.

Education and certification:
- Completion of secondary education is required;
- Bachelor’s degree in HR, Business or Public Administration is an asset;
- Candidates who do not have a university degree or an accredited certification in the field of human resources will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.
Experience:
- Minimum of 7 years of relevant experience in HR management and administrative services at national or international level;
- Experience in recruitment of staff and/or affiliate personnel is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system;
- Experience in online ERP systems is required;
- Experience in data management is required;
- Experience within the United Nations system is required.
Languages:
- Fluency in English is required;
Knowledge of one of the other UN official working languages is an asset.
