Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

At headquarters, the Peace, Security and Resilience Section leads on UN system-wide coordination on the Women, Peace and Security agenda, provides technical and financial support to the peace and security work of UN Women country offices, and implements a number of global initiatives to promote women’s rights, including the meaningful participation of women in all aspects of peace and security, and accountability for sexual and gender-based violence (SGBV). In the area of rule of law and transitional justice, UN Women works to strengthen inclusivity by generating knowledge, providing expertise, building partnerships, facilitating dialogue and strengthening the capacity of actors engaged on rule of law and transitional justice efforts to enhance women’s meaningful participation and advance gender justice.

Under the supervision of the Policy Specialist, Rule of Law and Transitional Justice (P4), the Policy Analyst, Transitional Justice will support UN Women’s work on gender-sensitive transitional justice. This includes supporting: implementation of UN Women’s global programmes on transitional justice, including the UN Women-UNDP Gender Justice Platform and the UN Women SGBV Justice Expert Deployment Programme; development of UN Women’s policy development and knowledge-building and sharing on transitional justice; coordination of UN Women’s participation in inter-agency groups including the UN Global Focal Point on Rule of Law and its Working Group on Gender Justice, and the Interagency Transitional Justice Taskforce; and country-level capacity-building support and advice on transitional justice.

Duties and Responsibilities

1. Support implementation of UN Women’s global programming on transitional justice, including the UN Women-UNDP Gender Justice Platform and the UN Women SGBV Justice Experts Deployment Programme:

  • Support operational aspects of UN Women’s SGBV Justice Expert Deployment Programme, including selection, recruitment and onboarding of experts for deployment.
  • Liaise with UN Women country offices implementing global programming on transitional justice, to ensure quality programming and timely expenditure of funds.
  • Support building relationships with key partners, including through participation in coordination meetings with UNDP on the Gender Justice Platform, and with Justice Rapid Response and OHCHR on the SGBV Justice Expert Deployment Programme.
  • Support preparation of narrative reports to donors and partners.

2. Support policy development and knowledge-building and sharing on transitional justice and women, peace and security:

  • Support finalization of ongoing UN Women research projects on transitional justice.
  • Prepare inputs to annual reports of the Secretary-General on women, peace and security, and on the rule of law activities of the UN.
  • Develop UN Women’s research agenda on transitional justice, including by conceptualizing, developing and disseminating knowledge products.
  • Identify and disseminate lessons learnt and good practices in collaboration with country offices, including through participation in UN Women’s community of practice on Women, Peace and Security.

3. Coordinate UN Women’s participation in inter-agency for a and other coordination mechanisms on transitional justice, rule of law, and the women, peace and security agenda:

  • Support UN Women’s participation the Inter-Agency Transitional Justice Taskforce, the Rule of Law Coordination and Resource Group, and the UN Global Focal Point on Rule of Law (GFP) and its working group on Gender Justice, including by providing feedback on documentation, preparing UN Women’s feedback and inputs, liaising with relevant UN Women country offices to prepare for country-specific meetings and missions, and taking notes at meetings.
  • Support UN Women’s participation at relevant country-specific interagency task forces, including by liaising with UN Women country and regional offices to prepare talking points.

4. Support country and regional offices and their partners on gender-sensitive transitional justice:

  • In collaboration with the Policy Specialist, Rule of Law and Transitional Justice, provide policy advice and strategic guidance to UN Women country and regional offices and their partners on activities and programming related to gender-sensitive transitional justice.
  • Support implementation and monitoring of capacity building initiatives undertaken by country and regional offices on gender-sensitive transitional justice with UN Women offices and their partners.
  • Support resource mobilization undertaken by UN Women country and regional offices, including advice on the development of funding proposals, for example through the UN Peacebuilding Fund’s Gender and Youth Promotion Initiative.

5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

FUNCTIONAL COMPETENCIES:

  1. Excellent knowledge of gender-sensitive transitional justice, international human rights law, international humanitarian law and international criminal law
  2. Knowledge of UN human rights investigations
  3. Timely and quality technical advice and support on gender-sensitive transitional justice
  4. Quality reports and other strategic documents drafted and submitted in a timely manner
  5. Strong relationships with various partners and stakeholders
  6. Representation in important meetings on topics related to expertise

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in law, transitional justice, human rights, international relations or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years of progressively responsible experience in transitional justice, women, peace and security, human rights or a related field.
  • Experience in policy analysis and research relating to gender justice, transitional justice and/or women, peace and security is required.
  • Experience supporting programmes at the global or country level related to gender justice, human rights, transitional justice and/or women, peace and security is required.
  • Experience working with the UN, particularly UN human rights investigations and UN coordination mechanisms on rule of law and transitional justice is desirable.

Languages:

  • Fluency in English is required.
  • Fluency in Spanish or French is desirable.
