Background

The duration of the assignment is 364 days. Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1000 civil society across the world.

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. In April 2020, following the recommendation of the UNSG in his 2019 report on WPS, the WPHF Funding Board established a new Rapid Response Window (RRW) on women’s participation in peace processes, as well as a Rapid Response Window Unit hosted by the WPHF Secretariat.

The RRW opened for applications for pilot initiatives in September 2020. It was officially launched at a high-level event in January 2021. The RRW now embodies a dynamic and flexible funding mechanism with more than 800 proposals received for both streams of the fund. At the end of 2023, the RRW has supported the participation of at least 300 women and young women, including women with disabilities, to formal Track 1 &2 peace negotiations. A total of 26,308 people (72% women) directly benefited from interventions and direct support from the CSOs and 271,934 people benefited indirectly through various outreach and social media interventions to influence peace agreements in their countries.

Building on these achievements, RRW will implement its second phase of implementation, together with INGO partners and with key activities planned to strengthen outreach and visibility particularly in emerging priority countries. The RRW is receiving an increasing number of applications, in several languages, which need review and processing in a timely manner.

Under the overall supervision of the Head of the Secretariat of the Women’s Peace and Humanitarian Fund and under the direct supervision of the Programme Coordinator of the Rapid Response Window on women’s participation in peace processes, the Programme analyst will support the implementation of the Rapid Response Window.

Duties and Responsibilities

1. Provide substantive technical support to the implementation and management of the RRW

  • Monitor the Rapid Response Window email box and online applications and communicate with prospective applicants and respond to questions that might arise ;
  • Contribute to review and assess proposals submitted, in line with the RRW requirements and evaluation template -including for direct support and short-term grants;
  • Assist with the preparation of all relevant documentation to be submitted to the technical committee and task force for funding approval ;
  • Manage the implementation of the direct support stream undertaken by the RRW unit;
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Contribute to the outreach activities on RRW’s objectives;
  • Contribute to analysis on potential eligible countries for the Rapid Response Window;
  • Prepare and participate to the visits of partners.

2. Contribute to provide technical assistance and capacity development to INGOs and CSOs partners, and other stakeholders

  • Contribute to the coordination of INGO partners to support the implementation of RRW’s projects;
  • Contribute to identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives;
  • Contribute to support proper communication of information between all stakeholders, including UN partners, involved.

3. Provide technical inputs to the monitoring and reporting of the RRW programme

  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and RRW reports and identify good practices and lessons learned;
  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Manage the team calendar of the RRW Unit.

4. Provide substantive technical inputs to the finance and the monitoring of the RRW Unit budget

  • Support the progress of implementation of activities and finances using results based management tools ;
  • Follow up and ensure timely submission of advances and liquidations of expenditures of INGO partners;
  • Support the review of RRW-INGOs partners quarterly financial and narrative reports and supporting documents;
  • Ensure partners agreements and reports are uploaded into corporate database periodically.
  • Support implementing partners audit process and follow up on action plans.

5. Provide substantive inputs to advocacy, knowledge building and communication efforts.

  • Develop background documents, briefs and presentations related to women participation in peace processes as requested;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on women participation in peace processes;
  • Support the preparation of workshops, travels and missions of the RRW Unit;
  • Contribute to WPHF Global Learning Hub as requested.

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated;
  • Contribute to resource mobilization strategies.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Experience in Women, Peace and Security is required
  • Experience coordinating and liaising multi-country or global projects is desirable
  • Experience working with civil society organizations is desirable

Language Requirements:

  • Fluency in English and Arabic is required
  • Knowledge of French is desirable
  • Knowledge of another official UN language is desirable (Russian or Spanish)
