Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Spotlight Initiative was launched in 2017 as the world’s largest effort to end violence against women and girls. A pooled fund of the United Nations (UN) system, Spotlight Initiative is an SDG Accelerator, a United Nations High Impact Initiative to deliver on the 2030 Agenda and a model for localization, unifying communities, civil society, governments, donors, and experts under a common approach rooted in local needs. Spotlight Initiative is also a model for operationalizing the UN Development System reforms.

The Initiative has over 6 years, delivered proof of concept across 25 countries and 5 regions and will now scale up to greater investment and reach, bringing on board new countries and new partnerships. Spotlight Initiative promotes a multi-sectoral approach to the complex issue of violence against women and girls and its variety of root causes. The Initiative’s workstreams include four main pillars: 1. Laws, policies, and institutions; 2. Prevention and social norms change; 3. Response and services for survivors and perpetrators’ accountability; and 4. Support to civil society and women’s movements.

Under the leadership of the Executive Office of the UN Secretary-General and following the guidance received from the Spotlight Initiative’s Governance Mechanisms, the day-to-day management of the Spotlight Initiative is led by a Secretariat, housed within the Development Coordination Office (DCO) with a reporting line to the Executive Office of the Secretary-General and servicing the whole UN System.

The Secretariat’s core technical responsibilities are to support the design, implementation, and monitoring of comprehensive and effective country programmes on EVAWG, to contribute to increased global awareness, knowledge sharing and networking on EVAWG as well as to ensure that the achievements and results of the Spotlight Initiative are expanded and sustained.

The Programme and Operations Analyst serves as a member of the Secretariat/Programme team and contributes to the development and implementation of effective programme activities of the Secretariat. The Programme and Operations Analyst will coordinate all aspects of programme operations and implementation, including strategic financial and human resources management, preparation of programme-related documents, efficient administrative and operational support and performing quality assurance. S/he will report to the Technical Specialist.  

Duties and Responsibilities

Coordinate programme operations and financial management of the Spotlight Initiative’s Secretariat activities

  • Provide professional expertise and technical support to the Secretariat on operational and financial management issues.
  • Oversee programme budget and financial management activities including budget set-up in Quantum.
  • Guide and implement business process mapping and the establishment of internal standard operating procedures in all areas of financial management.
  • Provide technical inputs to innovate operational efficiency solutions and business transformation initiatives to optimize the Secretariat’s business processes and regular mapping of operational processes for enhancement and streamlining.
  • Provide technical guidance on routine delivery and reporting of programme-supported activities and finances and maintain the internal expenditures control system.
  • Monitor donor reporting commitments and prepare periodic reports.
  • Oversee procurement process and manage the provision of goods and services for the Secretariat following established corporate procedures, evaluate for cost-effectiveness and manage the negotiations in connection with eventual agreements.
  • Review and take corrective action as appropriate on audit findings.

Provide policy and operational support to the Spotlight Initiative Secretariat.

  • Provide technical inputs to the development of the operational annual work plan and budget for the Secretariat in consultation with the programme team.
  • Provide inputs to standard operational guidelines, checklists, and templates for the Spotlight Initiative Secretariat in consultation with the relevant internal and external parties.
  • Provide technical inputs to risk assessment reviews for the Spotlight Initiative Secretariat, identifying areas of risk and providing recommendations and action plans for addressing issues raised.
  • Ensure compliance with UN Women’s financial rules and regulations as well as the Spotlight Initiative’s operational guidelines.

Coordinate administrative and human resource management support to the Spotlight Initiative Secretariat.

  • Coordinate logistical and administrative arrangements for the organization of the Secretariat activities, meetings, workshops, events, and missions.
  • Prepare drafts for programme-related documents and briefing materials, including coordinating inputs from different parties, and perform quality assurance.
  • Coordinate and support oversight of human resource management including post-establishment, extension, reclassification, and onboarding.
  • Coordinate the management of consultant contracts and other personnel.

Provide knowledge management and capacity-building support.

  • Ensure the synthesis, sharing, and adequate application of lessons learnt, and best practices related to programme management and finance.
  • Provide technical inputs to learning tools, best practices and innovations in business operational practices and management for staff.
  • Coordinate the organization of training for the Secretariat staff on programme and operations-related issues.
  • Provide suggestions to optimize processes and scale new and existing processes.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

FUNCTIONAL COMPETENCIES:

  • Strong knowledge of programme and project management in the context of finance and operations

Required Skills and Experience

Education and Certification:

  • A master’s degree in business administration, public administration or any related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • At least 2 years of professional experience in programme/project operations and management support is required.
  • Strong financial and budgeting skills are required.
  • Strong administrative and operational experience in support of UN projects/programmes is required.
  • Strong writing skills with the ability to present information in a clear and presentable format is desirable.
  • Experience in an EU-funded programme is desirable.
  • Experience in working in a computer environment using multiple office software packages is required.

Languages:

  • Fluency in English is required.
  • Working knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
