Mission and objectives
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Context
UN Women is guided by its Evaluation Policy and the Planning, Monitoring, and Reporting (PMR) Policy, which simplifies, harmonizes, and streamlines business processes. These policies provide clear guidance on the development and amendment of Regional and Country Office (CO) Strategic Notes (SNs) and Work Plans (WPs), ensuring effective evaluation, monitoring, and reporting of their results. The Regional Office and CO PMR Procedure aligns UN Women’s country strategies with national priorities and the UN Sustainable Development Cooperation Framework (UNSDCF) while integrating qualitative and quantitative gender analysis, independent assessments, audits, and evaluations. High-quality Strategic Notes (SNs) are essential for UN Women to deliver on its triple mandate of normative support, UN system coordination, and operational activities. These SNs must: • Propose innovative programmatic strategies and approaches, • Address current contexts, • Build on lessons learned, and • Focus on high-impact Development Results (DR) and Organizational Effectiveness and Efficiency (OEE). In 2025, ECARO will develop its new Strategic Note (2026–2029), aiming to deliver high-impact results during the final years of the SDGs. ECARO also provides technical and operational assistance to four Country Offices (Bosnia and Herzegovina, Georgia, Kazakhstan, and Türkiye) in conducting their Country Programme Evaluations and developing their SNs. The evaluation of the current country SNs and regional SN is ongoing, providing valuable data, evidence, and lessons learned to inform the next strategic cycle.
