Information and Communications Technology (ICT) play a critical role in enabling UN Women to achieve its organizational mandate and deliver results effectively at global, regional, and country levels. As reliance on technology continues to expand, ensuring that ICT systems, processes, and services are robust, secure, and aligned with corporate standards has become essential for the proper functioning of all UN Women offices.

To safeguard the integrity, availability, and reliability of ICT resources, compliance with all ICT Policies, Standards, Work Instructions, and Checklists is mandatory across the organization.

  • Policies articulate high-level ICT goals and acceptable procedures. All staff and service providers must comply, with any exceptions requiring written approval from the Chief, Information Systems and Telecommunications.
  • Standards provide detailed guidance supporting policy implementation in specialized areas such as security, system acquisition, and software development. Compliance is mandatory, and waivers must similarly be approved in writing.
  • Work Instructions and Checklists offer step-by-step guidance for specific ICT tasks, including security-related procedures. Compliance is required and non-compliance may result in disciplinary action.

Description of Responsibilities /Scope of Work

The service provider will ensure the effective and secure operation of UN Women’s ICT environment in full compliance with corporate ICT Policies, Standards, Work Instructions. Responsibilities include introducing new technologies, and ensuring the effective functioning of hardware, software, and network systems. The consultant has to provide administrative support and facilitated knowledge building and sharing within the Albanian Country Office.

Key requirements/tasks:

  • Implementation of ICT strategies and introduction/implementation of new technologies in accordance with corporate information management and technology standards, guidelines and procedures:
  • Develop and review internal ICT policies and procedures in compliance with corporate ICT standards, guidelines and procedures, as required.
  • Provide IT support with the use of Quantum and OneApp suited to corporate applications for improved business results and improved client services.
  • Install, operate, and maintain all CO hardware equipment;
  • Provide advice on the acquisition of hardware supplies.
  • Make routine repairs and change of hardware electronic components.
  • Ensure UN Women desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
  • Maintain an up-to-date inventory of the software and hardware.
  • Ensure a stable and responsive network environment
  • Ensure confidentiality, integrity and availability of CO ICT systems and information assets.
  • Configure network printers and provide user access.
  • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access
  • Manage Local Area Network (LAN) Infrastructure and Internet connectivity meet UN Women requirements
  • Provide advice on the procurement of new ICT equipment for the Country Office, provide technical specifications and information on best options in both local and international markets, review quotations and bids.
  • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
  • Provide ICT support for key events, as required
  • Ensure all ICT on-boarding requirements are met for new staff

Institutional and Reporting Arrangements

  • The contractor reports to the Operations Manager and submits monthly reports.
  • Collaboration is required with UN Women Albania staff, the Regional ICT Office in Istanbul, HQ ICT in New York, and ICT staff from other UN agencies (UNDP, UNICEF, etc.).

The consultant performs other duties within his/her functional profile as deemed necessary for the efficient functioning of the Country Office.

This is an office-based consultancy for 8 (eight) working days per month.

Functional Competencies:

  • Excellent knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and virus protection systems.
  • Excellent PC hardware troubleshooting skills.
  • Excellent knowledge of video conferencing and telecommunication.
  • Ability to review a variety of data, identify and adjust discrepancies.
  • Ability to provide advice and guidance.

Required Qualifications

Education and Certification:

  • Bachelor’s degree in computer science or related field
  • Certifications on Microsoft and CompTIA required

Experience:

  • At least 12 years of progressively responsible experience in network administration and use of hardware/software, telecommunications facilities
  • Experience in Microsoft 365, Azure and SharePoint is required.
  • Experience in the usage of computers and multiple office software packages is required.
  • Experience in supporting a team is desirable.

Languages:

Fluency in English and Albanian is required.
