The United Nations Development Programme UNDP Indonesia Country Programme 2021-2025 developed in partnership with the Indonesian Government addresses the unfinished business of the Millennium Development Goals and support national efforts to advance the 2030 Sustainable Development Agenda.
The programme contributes directly to MoH National Action Plan 2020-2024, objective 1) increasing the health status of society and; 2)increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector’s Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals. One of its efforts is to be involved in supporting the transformation of health technology in the Ministry of Health through Network Strengthening and the Bio Informatic Biomedical & Genome Science Initiative (BGSi).
BGSi is a new initiative of the Indonesian Ministry of Health (MOH). The initiative will act as a multi-institutional ecosystem that aims to support collaborative biomedical and genomic activities in Indonesia by leveraging strengths in technology and infrastructure including biobanking, data management, high throughput sequencing and bioinformatics.

The initiative aims to build a national asset established under the Indonesia Ministry of Health with two major focusses. First, to establish a national biobank focussed on six conditions (diabetes, cancer, stroke, tuberculosis, psoriasis, and rare/genetic diseases) which will store samples from participants where each sample will be connected to a registry that manages all information associated with the participant (demographic and clinical) and second, to generate Whole Genome Sequence information, for each of those participants, that will be curated in a national database. Samples and genomics information from healthy participants will also be collected and generated by this initiative. All samples and data will be made available to researchers nationally and internationally through BGSi.

The initiative will be organised around a headquarter facility located in Jakarta, housed in the MOH repository building and the historical Eijkman building, that will host the biobank and WGS labs respectively. BGSi HQ will manage the registry system and provide technical support for the Hubs and the entire ecosystem. A second and just as important part of the ecosystem is the hospitals (referred to as HUBs) where each HUB managed activities related to recruitment, sample collection and tertiary analysis for the disease it has been assigned.
Therefore, UNDP needs 1 Biomedical/health informatic who will be responsible to be involved in championing adherence to health data standards, designing data integration, and maintaining robust security measures for health data that are generated by all of the platform/software

Duties and Responsibilities

1.    Support Business Analysis and Assessment and Guideline Development
•     Support supervisor in collaboration w with BGSi and healthcare providers to understand clinical workflows, identify business process, use cases and variables in the clinical context
•     Support in the providing information and gathering information from the stakeholders and escalate as necesary to supervisor in addressing concerns related to interoperability initiatives
•     Support in research and develop comprehensive standardization and terminology guidelines for health data, gathered from recruitment and phenotype portal, needed for BGSi research and diseases focus
•     Support in research and develop comprehensive standardization and terminology guidelines for biomedical and genomic data needed for BGSi research and diseases focus
•     Assist in collaboaration with cross-funcional teams to ensure alignment with organizational objectives and industry standards.
•     Assist in developing Playbook and/or Implementation Guides for BGSi use cases
•     Assist in drafting a map BGSi use cases to Fast Healthcare Interoperability Resources (FHIR) and terminology
2.    Implementation and Training of Various Health Information Technology
•     Assist in implementing data interoperability solutions in health and biomedical settings and make Postman development for every use cases
•     Providing support to the supervisor in the he integration and interoperability of various health information technologies within the organization and Work closely with IT teams to integrate interoperability guidelines into existing health information systems.
•     Support in conducting thorough testing and validation of implemented solutions to ensure compliance and functionality.

•     Support collaboration betweenSATUSEHAT Team and BGSi IT Team to support management of the interoperability service source code (git) repository and collaborative development workflow
•     Contribute to the documentation and refinement of operational guidelines, manuals, system documentation and training materials for information systems interoperability with SATU SEHAT
•     Assist in developing educational materials, documentation, and resources to support training initiatives and povide training sessions and workshops to internal staff and external stakeholders on data
interoperability guidelines and best practices, in specific for BGSi use cases.
•     Offer ongoing support and guidance to users to facilitate effective implementation and utilization of interoperability standards.
•     Support in technical work and communication with relevant non-government parties and publication and rollout of the interoperability guideline for BGSi use cases
3.    Assists in Quality Improvement Initiative and Regulatory Compliance
•     Support in establishing quality assurance protocols to monitor and evaluate data interoperability processes.
•     Support in ensuring compliance with healthcare regulations and standards related to health information management and technology.
•     Assist in assessments to identify areas for improvement and ensure adherence to standards and regulations and support the implementation of corrective measures as needed to address deficiencies and optimize interoperability workflows.
•     Support implementation of the changes based on data-driven insight in collaborate with stakeholders.
4.    Assists in Project Management
•     Assist in managing health informatics projects, including planning, execution, rollouts, training and monitoring.
•     Assist coordination with cross-functional teams to achieve project goals
•     Collaborate with interdisciplinary teams including clinicians, researchers, data scientists, and IT professionals to promote data interoperability and exchange.
•     Support in technical work and communication with relevant non-government parties
•     Perform any other relevant works assigned by BGSi Team

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement
The direct supervision for this activities is IT System Integration Architect Coordinator She/He will work closely with project team (BGSI, FMTA, and other projects in HEART related to Bio Informatic Biomedical & Genome Science Initiative), operations units, and programme staff in the office to provide Technical Assistance and advice regarding biomedical and genome science-related issues and to ensure adequate exchange of information.

Required Skills and Experience
Min. Academic Education
Secondary education is required, or
University Degree in Biomedical informatics, Health Informatics, Information Technology, Medicine, engineering or equivalent field will be given due consideration, but it is not a requirement.
Min. years of relevant Work experience
A minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of experience in information systems and/or Health IT or relevant related field is required.
Required skills and competencies

•     Experience working with information systems , Health IT standards such as HL7 (Health Level Seven)-FHIR (Fast Healthcare Interoperability Resources)

•     Proficient in code repository management commands and tools, with proficiency in forking and cloning code base as well as collaborative development workflow is an added advantage

•     Experience using programming languages or data manipulation tools
