JOB DESCRIPTION
The European and North Atlantic (EUR/NAT) Regional Office in Paris, France is accredited to 56 ICAO Contracting States and assists them in the implementation of ICAO’s policies, decisions, Standards and Recommended Practices (SARPs), regional and global safety, security and air navigation plans. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance and assists States with implementation.
The incumbent provides support to the Deputy Regional Director and the members of the Technical Team on various subject matters. Specific instructions and directives will be provided by them on special tasks or complex issues.
Supports the European and North Atlantic (EUR/NAT) Directors General of Civil Aviation (EUR/NAT DGCA) meetings, as well as technical meetings under the ICAO EUR and NAT structures, as required, in terms of logistical arrangements, documentation and technical material, as well as post follow-up actions, achieving results such as:
- Assist the Regional Director and the Deputy Regional Director in matters related to these meetings, as required.
- Assist regional officers with the conduct of regional technical meetings, workshops and seminars within and outside the Regional Office. Assist in compiling draft meeting reports, arrange, prepare and process meeting documentation, including draft working and information papers and presentations related to meetings, seminars and workshops. Prepare and oversee the tracking, collation and distribution of meeting documentation. Responsible for the development of meeting documentation template procedures.
- Format and publish working/information papers and reports.
- Maintain an efficient recording system of procedures, preparation and follow-up actions on recommendations made by regional meetings. Maintain records of action taken and/or required.
Manages and processes updates of the ICAO Five-letter name-code (5LNC) and route designators (ICARD) system, achieving results such as:
- Manage and process the update of the ICARD Route Designator database for the EUR and NAT area.
- Provide guidance to States and other ICAO Regional Offices on an efficient usage of the route designators listed in the ICARD database.
- Contribute to the design and development of the ICARD database.
- Evaluate the needs for ICARD training, propose, and initiate training courses.
Maintains and publishes Regional Documentation, Manuals and Handbooks, achieving results such as:
- Assess and collect relevant information to ensure the currency of the ICAO EUR/NAT documentation.
- Continuously monitor and process updates of manuals prepared on behalf of the EUR/NAT working groups and meetings.
- Maintain updated technical material on the ICAO website as directed.
Monitors and provides advice regarding standing office practices, standards of work, working methods, achieving results such as:
- Monitor and advise (in co-ordination with the Deputy Regional Director and the Administrative Specialist) on standing office practices, standards of work and working methods.
- Adapt standing office procedures to ensure optimum use of office automation equipment and network.
- Monitor working methods and tools to reduce duplication of effort and to eliminate waste of resources thus improving the efficiency of the Office.
- Maintain the procedures and guidelines in a practical, easy-to-use and concise manner. Encourage staff at all levels to co-operate in applying new methods and practices.
- Train new staff on software and office procedures, as required.
Maintains relations with public, States and International Organizations, achieving results such as:
- Reply, in coordination with the responsible regional officers, and/or the management, as applicable, to requests from the public, States’ administrations and International Organizations on matters relating to ICAO EUR/NAT Documentation.
- Draft correspondence as required.
Performs other related duties, as assigned, achieving results such as:
- Continuously support EUR/NAT technical staff on the appropriate/correct use of the applicable electronic document management system.
- Improve efficiency through office automation and staff mentoring, meeting the key tasks within the limits of available resources.
- Provide English language review and proofreading support for EUR/NAT website news articles and other content, as required.
- Any other duties, as may be required by the Regional Director and the Deputy Regional Director.
Essential
- High school diploma or equivalent is required.
Desirable
- A first-level university degree.
Essential
- A minimum of seven (7) years of relevant work experience.
- Proven experience in drafting correspondence and reports.
Desirable
- Experience in a civil aviation administration, an airline, and airport authority, or a similar aviation-related organization.
- Experience in UN system organizations, or in other international organizations.

- Fluent reading, writing and speaking abilities in English.
Desirable
- A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Conditions of Employment

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three (3) years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.

The Standards of Conduct for the International Civil Service adopted by ICAO, which are applicable to all staff members, are defined in the ICAO Service Code (Staff Regulations).
